PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON SEPTEMBER 7, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday , September 7, 2021 at 5:35 P.M. Those present were the Honorable James “Jim” Villard, Chuck Fowler, Gerber Porter, Catherine Davidson, REDDEX Washington, Lee Rubin and Cynthia Perry. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Rubin and the Pledge of Allegiance was led by Ms. Perry. APPROVAL OF MINUTES On a motion of Mr. Rubin and seconded by Mr. Fowler the minutes taken from a regular Co unc il m eeting held August 24, 2021 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Ms. Perry seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THE WASTEWATER TREATMENT PLANT ADMIN BUILDING HVAC REPLACEMENT AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE FIRE CHIEF OF THE CITY OF ALEXANDRIA TO SIGN ON BEHALF OF THE CITY OF ALEXANDRIA A MUTUAL AID AGREEMENT WITH THE LOUISIANA OFFICE OF STATE FIRE MARSHALL AND OTHER FIRE DEPARTMENTS FOR A PUBLIC PURPOSE AND OTHERWISE TO PROVIDE WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE CHANGE ORDER REHABILITATION AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH KEEP LOUISIANA BEAUTIFUL, INC. AND OTH ER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST QUOTE RECEIVED FROM XPRESS RECYCLING FOR THE SALE OF SCRAP METAL AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AMENDING THE 2021-2022 OPERATING BUDGET FOR STORM PREPAREDNESS AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTIONS

Mr. Fowler moved for the adoption of the following resolution, w hich was seconded by Ms. Perry.

RESOLUTION NO. 0206-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR UNDERGROUND ELECTRIC CONSTRUCTION HOURLY PRICING.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 7 th day of September, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Perry. RESOLUTION NO. 0207-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR THREE WHEEL BROOM STREET SWEEPER.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 7 th day of September, 2021.

Mr. Rubin moved for the adoption of the following resolution, which w as seconded by Ms. Perry.

RESOLUTION NO. 0208-2021

RESOLUTION ADOPTING THE RAPIDES PARISH HAZARD MITIGATION PLAN 2021.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Davidson, Porter, Washington, Villard, Fowler, Perry.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 7 th day of September, 2021.

Ms. Davidson moved for the adoption of the following resolution, whic h was seconded by Mr. Rubin.

RESOLUTION NO. 0209-2021

RESOLUTION SETTING A PUBLIC HEARING TO BE HELD ON OCTOBER 5, 2021 TAKING ACTION ON THE COST OF DEMOLITION OF (19) RESIDENTIAL STRUCTURES.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Davidson, Porter, Washington, Villard, Fowler, Perry, Rubin. NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 7 th day of September, 2021.

Mr. Washington presented a plaque to Mr. Bryce Evans for helping clean up the city neighborhoods. Mr. Evans briefly spoke about his efforts.

SUBMITTED FOR TREATED WOOD POLES AND OTHER MATTERS WITH RESPECT THERETO.

SUBMITTED FOR MARTIN PARK OUTFALL IMPROVEMENTS AND OTHER MATTERS WITH RESPECT THERETO.

ORDINANCE NO. 160-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO ENTER INTO AN

INTERGOVERNMENTAL AGREEMENT WITH THE GRAVITY DRAINAGE DISTRICT NO. 1 OF RAPIDES PARISH REGARDING THE HORSESHOE CANAL HARDENIN G PROJECT AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 7 th day of September, 2021.

Mr. Fowler made a motion to delay the following for two weeks and it was seconded by Mr. Villard.

AN ORDINANCE

AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE

ENDEAVOR AGREEMENT WITH BARNES ACADEMY FOR INTERIM USE OF CERTAIN FIELDS AND FACILITIES AT THE ALEXANDRIA YOUTH COMPLEX, BEN B RADFORD AND CHEATHAM BASEBALL FIELD AND OTHER MATTERS WITH RESPECT THERETO . The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler.

NAYS: Perry, Rubin, Davidson, Porter, Villard.

ABSENT: Washington.

The motion to delay failed.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Fowler.

AN ORDINANCE

AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE

ENDEAVOR AGREEMENT WITH RED RIVER DANCE FOR USE OF THE PROPERTY AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Washington the Council opened a public hearing at 6:00 p.m.

Ms. Davidson moved for the adoption of the following resolution, whic h was seconded by Mr. Fowler.

RESOLUTION TAKING ACTION ON THE STRUCTURES LOCATED AT 3907 LAKESIDE

The President called for any discussion, a vote was called for and resulted as follows:
