PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JULY 27, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, July 27, 2021 at 5:00 P.M. Those present were the Honorable James “Jim” Villard, Chuck Fowler, Gerber Porter, Catherine Davidson, REDDEX Washington, Lee Rubin and Cynthia Perry. Also present were Mayor Hall, City Attorney Shane Williams, Trey Gist and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Rubin and the Pledge of Allegiance was led by Mr. Fowler. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Council meeting held July 13, 2021 were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE COOPE RATIVE ENDEAVOR AGREEMENT WITH THE ALEXANDRIA MARDI GRAS ASSOC IATION AND OTHER MATTERS THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CO OPERATIVE ENDEAVOR AGREEMENT WITH THE NINTH JUDICIAL DISTRICT BEH AVIORAL HEALTH COURT AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE SERVIC E CONTRACT WITH UTILITY MAINTENANCE SPECIALTY, INC., FOR TESTING AND MAINTENANCE OF SUBSTATION TRANSFORMERS, CIRCUIT BREAKE R AND RELATED EQUIPMENT AND OTHER MATERS WITH RESPECT THERE TO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CO NTRACT WITH SPARTAN SERVICES GROUP, LLC FOR PRE-EMPLOYMENT SCREENI NG SERVICES FOR ALEXANDRIA POLICE DEPARTMENT AND ALEXANDRIA FIRE DEP ARTMENT, AND RELATED SERVICES TO THE CITY AND OTHERWISE PROVIDING WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CO OPERATIVE ENDEAVOR AGREEMENT WITH THE STATE OF LOUISIANA DEPAR TMENT OF TREASURY AND OTHER MATERS WITH RESPECT THERETO. RESOLUTIONS Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.
RESOLUTION NO. 0188-2021
RESOLUTION AUTHORIZING THE CITY TO BE A CO-SPONSOR OF TH E NATIONAL HUNTING AND FISHING DAY ON SEPTEMBER 25, 2021.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Rubin, Davidson, Washington, Villard.
NAYS: Porter.
ABSENT: None.
This resolution was thereupon declared adopted on this the 27th day of July, 2021.
Mr. Rubin moved for the adoption of the following resolution, which was seconded by Ms. Perry.
RESOLUTION NO. 0189-2021
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR WASTE WATER TREATMENT PLANT ADMIN BUILDING HVAC REPLACEMENT.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Rubin, Davidson, Porter, Washington, Villard, Fowler, Perry.
NAYS: None.

This resolution was thereupon declared adopted on this the 27th day of July, 2021.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.
RESOLUTION NO. 0190-2021
RESOLUTION ACCEPTING THE LOUISIANA COMPLIANCE QUESTION NAIRE FOR AUDIT YEAR ENDING APRIL 30, 2021.
The President called for any discussion, a vote was called for and resulted as follows:

This resolution was thereupon declared adopted on this the 27th day of July, 2021.

RESOLUTION NO. 0191-2021
RESOLUTION CONFIRMING THE APPOINTMENT OF RENEE WHITE-G OOLSBY TO SERVE ON THE GREATER ALEXANDRIA ECONOMIC DEVELOPMENT AUTHORITY BOARD OF COMMISSIONERS REPRESENTING DISTRICT 2.

On a motion of Ms. Davidson and seconded by Ms. Perry a public hearing was opened on the following at 5:43 p.m.
Mr. Washington moved to delay the item for two weeks and Mr. Fowler seconded the motion. The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Washington.
NAYS: Villard, Fowler, Perry, Rubin, Davidson, Porter.
ABSENT: None
The motion to delay failed.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Porter and seconded by Ms. Davidson.
ORDINANCE NO. 148-2021

On a motion of Mr. Fowler and seconded by Mr. Rubin the Council entered a public hearing at 5:51 p.m. Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler. RESOLUTION NO. 0192-2021
RESOLUTION TAKING ACTION ON STRUCTURE LOCATED AT 390 7 LAKESIDE.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Fowler, Perry, Rubin, Davidson, Porter, Washington. NAYS: None. ABSENT: None.
This resolution was thereupon declared adopted on this the 27th day of July, 2021.
On a motion Mr. Fowler and seconded by Mr. Rubin the Council exited a public hearing at 5:52 p.m.
PUBLIC HEARING-COMMUNITY DEVELOPMENT
On a motion of Mr. Fowler and seconded by Mr. Rubin the Council entered a public hearing at 5:52 p.m.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin. RESOLUTION NO. 0193-2021
RESOLUTION TAKING ACTION ON THE CONDEMNATION OF TWEN TY-FIVE (25) STRUCTURES.
The President called for any discussion, a vote was called for and resulted as follows:

This resolution was thereupon declared adopted on this the 27th day of July, 2021.
On a motion of Mr. Fowler and seconded by Ms. Davidson the Council unanimously exited a public hearing at 6:12 p.m.
