PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON FEBRUARY 23, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday , February 23, 2021 at 5:00 P.M. Those present were the Honorable James “Jim” Villard, Chuck Fowler, REDDEX Washington, Gerber Porter, Lee Rubin and Cynthia Perry. Harry Silver attended electronically. Also present were Mayor Hall, City Attorney Shane Williams, Trey Gist and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Mr. Williams. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Co unc il m eeting held February 9, 2021 w ere unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR STRIPING AND SIGNAGE FOR PUBLIC STREETS AND OTHER PUBLIC PROPERTIES 2021-2022 AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SOCCER EQUIPMENT AND OTHER MATERS WITH RESPECT THERETO. On recommendation of the Administration, Mr. Fowler moved to reject all bids on the following, and Mr. Rubin seconded: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR TENNIS COURT COMPLEX FENCING REPAIR AND OTHER MATERS WITH RESPECT THERETO. Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0136-2021

RESOLUTION AUTHORIZING RE-ADVERTISEMENT FOR TENNIS COURT COMPLEX FENCING REPAIR.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Silver, Washington, Rubin, Perry, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 23 rd day of February 2021.

On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AMENDING THE 2020-2021 OPERATING BUDGET FOR LEAD ABATEMENT GRANT AND OTHER MATERS WITH RESPECT THERETO.

RESOLUTIONS

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mrs. Perry.

RESOLUTION NO. 0137-2021

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR GRACE CHRISTIAN COLOR RUN ON MARCH 27, 2021.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Perry, Villard, Fowler, Silver, Washington.

NAYS: Porter.

ABSENT: None.

This resolution was thereupon declared adopted on this the 23rd day of February 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0138-2021

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR GIRLS ON THE RUN CENTRAL LOUISIANA /YWCA OF ALEXANDRIA PINEVILLE SPRING 5K RACE ON MAY 15, 2021.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Silver, Washington, Rubin, Perry, Villard.

NAYS: Porter.

ABSENT: None.

This resolution was thereupon declared adopted on this the 23 rd day of February 2021.

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0139-2021

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR THE RED RIVER RUN ON MARCH 13, 2021.

COMMITTEES

There were no reports from Economic, Workforce and Planning Development Committee, Property and Zoning Committee and A&E Committee. Finance/Legal Affairs Committee Chair, Mr. Rubin offered congratulations to the Mayor and thanked all the employees for doing a great job on storm recovery. He asked that there be a post storm evaluation and to conside r updates/improvements to water restoration. Utility Committee Chair, Mr. Fowler echoed Mr. Rubin’s comments. He said the city had an amazing workforce during and after the storm. He asked that considerations be given to improve the electric service to the well fields. Personnel/Insurance Committee Chair, Mr. Porter gave a committee reca p and reminded everyone to keep following the COVID mitigation efforts. He also asked all to reflect on the 500,000 lives lost to COVID-19. Public Safety, Works and Transportation Committee Chair, Mrs. Perry thanked all the employees for their hard work during the storm. Community Affairs, Services and Events Committee Chair, Mr. Washington offered thanks to city workers who worked during and after the storm. He thanked Mike Wilkerson for answering questions on a Sunday and also thanked Donta Howard for always answering his phone and going above and beyond for the city.
