PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON NOVEMBER 10 , 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday , November 10, 2020 at 5:00 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Chuck Fowler, Gerber Porter, Joe Fuller. Harry Silver attended electronically. Jim Villard was absent. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Shane Williams and the Pledge of Allegiance was led by Mr. Larvadain. APPROVAL OF MINUTES On a motion of Mr. Fuller and seconded by Mr. Larvadain the minutes taken from a regular Counci l m eeting held October 27, 2020 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Larvadain seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Larvadain the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WATER METERS AND ITRON ERTS OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Larvadain the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW SUBMITTED FOR CONSTRUCTION MAINTENANCE CONTRACT C CONCRETE PAVEMENT AND SIDEWALK IMPROVEMENTS 2020-2021 OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Larvadain the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CONTRACT A ROADSIDE DITCH ENCLOSURE AND STORM WORKS MAINTENANCE 2020-2021OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Larvadain the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH ENTERPRISE PRODUCTS OPERATING, LLC FOR NATURAL GAS SUPPLY SERVICES OTHER MATERS WITH RESPECT THERETO. Upon request from the Administration, the following item was removed from the agenda. AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A LEASE WITH FE MA RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Larvadain the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH THE FOOD BANK OF CENTRAL LOUISIANA OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Larvadain the followin g ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO TERMINATE THE CONTRACT BETWEEN THE CITY OF ALEXANDRIA AND ATTORNEY CHARLES ELLIOTT OTHER MATERS WITH RESPECT THERETO. RESOLUTION

Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Larvadain.

RESOLUTION NO. 0098-2020

RESOLUTION APPOINTING CANDICE CHENEY TO SERVE ON THE GREATER ALEXANDRIA ECONOMIC DEVELOPMENT AUTHORITY BOARD OF COMMISSIONERS.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Fowler, Porter, Silver.

NAYS: None.

ABSENT: Villard.

This resolution was thereupon declared adopted on this the 10th day of November 2020.

Mr. Larvadain moved for the adoption of the following resolution, which was seconded by Mr. Fuller.

RESOLUTION NO. 0099-2020

RESOLUTION APPOINTING STEVEN R. MCGEE TO SERVE ON THE GREATER ALEXANDRIA ECONOMIC DEVELOPMENT AUTHORITY BOARD OF COMMISSIONERS.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Larvadain, Fowler, Porter, Silver, Fuller, Green.

NAYS: None.

ABSENT: Villard.

This resolution was thereupon declared adopted on this the 10 th day of November 2020.

Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0100-2020

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR GIRLS ON THE RUN CENTRAL LOUISIANA /YWCA OF ALEXANDRIA PINEVILLE FALL 2020 5K RACE .

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Fowler, Porter, Silver.

NAYS: None.

ABSENT: Villard.

This resolution was thereupon declared adopted on this the 10 th day of November 2020.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Fuller.

RESOLUTION NO. 0101-2020

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR RENOVATIONS TO SNORKEL TRUCK BUILDING AND DRIVE AT FIRE STATION #4.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Silver, Fuller, Green, Larvadain.

NAYS: None.

ABSENT: Villard.

This resolution was thereupon declared adopted on this the 10 th day of November 2020.

ORDINANCES FOR FINAL ADOPTION

Upon request from the Administration, the following item was removed from the agenda:

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AGREEMENT WITH QUALIFYING BUSINESS FOR LEASING OF SPACE WITHIN THE ALEXANDRIA BUSINESS DEVELOPMENT CENTER AND OTHER MATTERS WITH RESPECT THERETO AND OTHER MATTERS RELATED THERETO.

Upon request from the Administration, the following item was delayed for two weeks:

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MARTIN PARK DRAINAGE REPAIRS AND OTHER MATTERS RELATED THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Larvadain and seconde d by Mr. Fowler.

ORDINANCE NO. 159-2020

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR BRASS FITTINGS AND MISCELLANEOUS ITEMS AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

NAYS: None.

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FROM PAT WILLIAMS CONSTRUCTION, LLC FOR CONSTRUCTION CONTRACT FOR CONTRACT “B” BASEBALL/SOFTBALL PRACTICE FIELDS IMPROVEMENTS FOR JOHNNY DOWNS SPORTS COMPLEX REJUVENATION PROJECT AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

ORDINANCE NO. 162-2020

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FROM PROVIDENCE ENGINEERING AND ENVIRONMENTAL GROUP, LLC FOR SUGARHOUSE ROAD EXTENSION ENVIRONMENTAL ASSESSMENT AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Silver, Porter, Fuller, Green, Larvadain.

NAYS: None.

This ordinance was thereupon declared adopted on this the 10 th day of November 2020.

RESOLUTION-PUBLIC HEARING

On a motion of Mr. Fuller and seconded by Mr. Porter the Public Hearing was opened at 5:18 p.m.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Fuller.

RESOLUTION NO. 0102-2020

RESOLUTION TAKING ACTION ON A STRUCTURE LOCATED AT 4721 WILLOW GLEN STREET, WILLIAM TAYLOR, ET AL.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Silver, Fuller, Green, Larvadain.

NAYS: None.

ABSENT: Villard.

This resolution was thereupon declared adopted on this the 10 th day of November 2020.

On a motion of Mr. Fowler and seconded by Mr. Larvadain the Public Hearing was closed at 5:20 p.m.

COMMITTEES

There were no reports from Legal Affairs Committee, Utility Committee , Personnel/Insurance Committee, Economic, Workforce and Planning Development Committee, Property and Zoning Committee and A&E Committee. Finance Committee Chair, Mr. Fuller gave a recap of the previous Committee meeting. Public Safety, Works and Transportation Committee Chair, Mr. Porter gave an update on COVID-19. Community Affairs, Services and Events Committee Chair, Mr. Larvadain announced that the City would be closed on November 11, 2020 in honor of Veteran’s Day, but ATRANS would remain open.
