PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JULY 7, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, July 7, 2020 at 5:00 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter, Joe Fuller. Harry Silver attended electronically. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Porter and the Pledge of Allegiance was led by Mr. Fuller. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council meeting held June 23, 2020 were unanimously approved by the Council. PRESENTATION Mayor Hall presented a proclamation to Alaina Mire for being elected as President of the Louisiana Bar Associati on. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Villard moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Fowler seconded the motion. It was unanimously carried by the Council. Upon a request from the Administration, the following item was delayed for two weeks: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR TURN OUT GEAR FOR THE FIRE DEPARTMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WOODDALE OUTFALL AND RAILROAD AVENUE DITCH IMPROVEMENTS PHASE 4AND OTHER MATERS WITH RESPECT T HERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SOCCER GOALS AND GOAL WHEELS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THE BAFFLE WALL REPLACEMENT PROJECT AT TH E WASTEWATER TREATMENT PLANT AND OTHER MATERS WITH RESP ECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SPUN PRESTRESSED WOOD POLES EQUIVALENT CON CRETE POLES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTH ER MATERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THREE PHASE PADMOUNT TRANSFORMERS FOR TH E ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATERS WITH RESPEC T THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL VEHICLE BID CURRENT MODEL YEAR AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SINGLE PHASE POLEMOUNT TRANSFORMERS FOR T HE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATERS WITH RESPEC T THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SINGLE PHASE PADMOUNT TRANSFORMERS FOR T HE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATERS WITH RESPEC T THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN A GREEMENT WITH EGW UTILITIES, INC. FOR DOT OPERATOR QUALIFICAT ION PROGRAM MANAGEMENT SERVICES AND OTHER MATERS WITH RESPECT THE RETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTR ACT WITH FLEET ANALYTICS, LLC FOR THE SERVICE OF GPS FLEET TRACKI NG AND OTHER MATERS WITH RESPECT THERETO. Upon request from the Administration, the following item was removed from the agenda: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE RAPIDES PARISH S HERIFF’S OFFICE FOR USE OF CERTAIN CITY OWNED PROPERTY AND OTHE R MATTERS WITH RELATED THERETO AND OTHER MATERS WITH RESPECT TH ERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTR ACT WITH UTILITY MAINTENANCE SPECIALIST, INC., FOR THE TESTING AND MAINTENANCE OF SUBSTATION TRANSFORMERS, CIRCUIT BREAKER AND RELATE D EQUIPMENT FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MA TERS WITH RESPECT THERETO. RESOLUTIONS
Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Porter.
RESOLUTION NO. 0064-2020
RESOLUTION REQUESTING THE RELEASE OF THE POLICE VIDEO FRO M THE DAQUARIOUS D. BROWN ARREST TO REVEREND RANDY HARRIS A ND TO THE PUBLIC.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fuller, Green, Larvadain, Porter.
NAYS: Villard, Fowler.
ABSENT: None.
ABSTAIN: Silver.
This resolution was thereupon declared adopted on this the 7th day of July 2020.
Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Villard.

ORDINANCE AUTHORIZING THE REMOVAL OF THE CITY-OWNED CONFEDERATE MONUMENT LOCATED AT THE RAPIDES PARISH C OURTHOUSE AND OTHER MATTERS RELATED THERETO.
COMMITTEES
There were no reports from Property and Zoning Committee, Community Affairs, Services and Events Committee and A&E Committee. Finance Committee Chair, Mr. Fuller reminded the Mayor that he expected a Finance Report on next Council Tuesday. Legal Affairs Committee Chair, Mr. Larvadain expressed his opposition to delaying the vote on the Confederate Monument. He was disappointed and hoped that the City would move forward in having it removed. Utility Committee Chair, Mr. Porter gave a recap of his previous committee. Personnel/Insurance Committee Chair, Mr. Green asked Mr. David Williams to make sure his employees follow the no smoking on city property ordinance. Public Safety, Works and Transportation Committee Chair, Mr. Porter stated that the City had pared with Rapides Primary Health Clinic for COVID 19 testing and that on Wednesdays there would be rotating testing at various Alexandria Housing Authority Complexes and on Fridays, testing would be at Frank O. Hunter. He reminded the public that they needed to be tested. Economic Workforce and Planning Development Committee Chair Mr. Fuller said that GAEDA would be giving a report at the next Council Meeting and that he would like a report from the Administration on Mr. Larvadain’s request for any City streets named after Confederate soldiers. /S/ Jules R.
