PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JUNE 9, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, June 9, 2020 at 5:00 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter, Joe Fuller. Harry Silver was absent. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Nolley and the Pledge of Allegiance was led by Mr. Larvadain. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council m eeting held May 26, 2020 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Villard moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Fowler seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SULFUR DIOXIDE TECHNICAL GRADE LIQUID IN ONE TON CYLINDERS FOR THE WASTEWATER DEPARTMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL REQUIREMENTS CONTRACT FOR THE NATURAL GAS SYSTEMS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH TRANSFORMATION JANITORIAL FOR ATRANS BUS TERMINAL AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE TO IMPOSE A 1% FEE ON THE GROSS TRIP FARE ON ALL PREARRANGED RIDES ORIGINATING WITHIN THE INCORPORATED LIMITS OF THE CITY OF ALEXANDRIA AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A MAINTENANCE AGREEMENT INCLUDING MOWING AND LITTER PICKUP WITH THE STATE OF LOUISIANA DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT AND OTHER MATERS WITH RESPECT THERETO. RESOLUTIONS
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.
RESOLUTION NO. 0050-2020
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE WASTEWATER SYSTEM MAINTENANCE PAINTING PROJECT PHASE 2.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Porter, Fuller, Green, Larvadain, Villard.
NAYS: None.
ABSENT: Silver.
This resolution was thereupon declared adopted on this the 9th day of June 2020.
On a motion of Mr. Fuller and seconded by Mr. Fowler the following item was delayed for two weeks:

RESOLUTION OPPOSING LAHOUSE BILL 14 OF THE 2020 FIRST EXTRAORDINARY SESSION AND ANY AND ALL LEGISLATION THAT TRANSFERS THE ADMINISTRATION AND COLLECTION OF LOCAL SALES AND USE TAXES TO A STATE CENTRALIZED COLLECTOR.

RESOLUTION REQUESTING THE ALEXANDRIA CITY COUNCIL ALLOW ANY COUNCIL MEMBER ORDERED BY A MEDICAL DOCTOR TO STAY AT HOME DURING THE COVID-19 PUBLIC HEALTH EMERGENCY TO PARTICIPATE IN COUNCIL MEETINGS BY TELEPHONE, TELECONFERENCE, OR VIDEOCONFERENCE AND TO DECLARE THAT AN ABSENCE BY A COUNCIL MEMBER WHO IS ORDERED TO STAY AT HOME DURING THE COVID-19 PUBLIC HEALTH EMERGENCY SHALL BE AN EXCUSED ABSENCE.

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH RAPIDES PARISH PRIMARY HEALTH CARE TO CONDUCT COVID-19 TESTING AT CERTAIN CITY OWNED FACILITIES AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Fowler, Porter, Fuller, Green, Larvadain.
NAYS: None.
ABSENT: Silver.
This ordinance was thereupon declared adopted on this the 9th day of June 2020.
COMMITTEES
There were no reports from Personnel/Insurance Committee, Public Safety, Works and Transportation Committee, Property and Zoning Committee, Community Affairs, Services and Events Committee and A&E Committee. Legal Affairs Committee Chair, Mr. Larvadain stated that the earlier executive session was delayed two weeks since the Administration could not get their video to work. Finance Committee Chair, Mr. Fuller thanked the Administration for working through the process of the Brownfield Assessment and thanked Cenla Action Committee for agreeing to work with the City for HUD grants for utility bills. Utility Committee Chair, Mr. Porter stated that his item in committee had been delayed for two weeks so that some of the wording could be worked out with the Administration. Economic Workforce and Planning Development Committee Chair Mr. Fuller thanked Mr. Jerry Williams the Chair of the ACEDD board for giving his presentation and stated that he would like a further update in 60 days.
