PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MAY 26, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, May 26, 2020 at 5:00 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter, Joe Fuller. Harry Silver was absent. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Porter and the Pledge of Allegiance was led by Mr. Fowler. APPROVAL OF MINUTES On a motion of Mr. Fuller and seconded by Mr. Fowler the minutes taken from a regular Council m eeting held May 12 , 2020 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Fuller seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR READY MIX CONCRETE AND OTHER MAT ERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AMENDING THE 2020 -2021 CAPITAL BUDGET ADDING FUNDS TO THE WOODDALE OUTFALL RAILROAD PHASE 4 AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AMENDING THE 2020 -2021 CAPITAL BUDGET ADDING FUNDS FOR BROWNFIELD ASSESSMENTS AND OTHER MATERS WITH RESP ECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AMENDING THE 2020 -2021 OPERATING BUDGET FOR ANTICIPATED HUD FUNDING AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH ALPINE LAWN AND LANDSCAPE FOR LANDSCAPE MAINTENA NCE AT 6 TH AND JOHNSTON AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH GRASS HOPPER LAWN CARE FOR LANDSCAPE MAINTENANCE AT COMMUNITY CENTERS AND OTHER MATERS WITH RES PECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH BEAUFORD ENTERPRISES FOR LANDSCAPE MAINTENANCE AT THIRD STREET RAINGARDENS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH BEAUFORD ENTERPRISES FOR LANDSCAP E MAINTENANCE AT RAPIDES TRAIL AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH BEAUFORD ENTER PRISES FOR LANDSCAPE MAINTENANCE AT MARTIN PARK AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH BEAUFORD ENTERPRISES FOR LANDSCAPE MAINTENANCE AT JACKSON AT MACARTHUR AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENE W THE EXISTING CONTRACT WITH BEAUFORD ENTERPRISES FOR LANDSCAPE MAINTENANCE AT I-49 GREENBELT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZI NG THE MAYOR TO RENEW THE EXISTING CONTRACT WITH BEAUFORD ENTERPRISES FOR LANDSCAPE MAINTENANCE AT HOLOCAUST PARK AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH DBI (D’ANGELO BROTHERS) FOR LANDSCAPE MAINTENAN CE AT ALEXANDRIA GATEWAYS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH BEAUFORD ENTERPRISES FOR LANDSCAPE MAINTENANCE AT ACADIAN PARK AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH BEAUFORD ENTERPRISES FOR LANDSCAPE MAINTENANCE AT BOLTON AVENUE RAINGARDENS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH BEAUFORD ENTERPRISES FOR LANDSCAPE MAINTENANCE AT COMPTON PARK AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH BEAUFORD ENTERPRISES FOR LANDSCAPE MAINTENANCE AT HDQ PARK AND OTHER MATERS WITH RES PECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE TO REVISE VARIOUS ITEMS IN SECTION 26 -102 OF THE ALEXANDRIA MUNICIPAL CODES WITH RESPECT TO THE UTILITY ECONOMIC DEVELOPMENT INC ENTIVES AND OTHER MATERS WITH RESPECT THERETO.

RESOLUTIONS

Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0041-2020

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR TURN OUT GEAR FOR THE FIRE DEPARTMENT.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Villard, Fowler, Porter.

NAYS: None.

ABSENT: Silver.

This resolution was thereupon declared adopted on this the 26th day of May 2020.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fuller.

RESOLUTION NO. 0042-2020

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR WOODDALE OUTFALL AND RAILROAD AVENUE DITCH IMPROVEMENTS PHASE 4.

The President called for any discussion, a vote was called for and resulted as follows:

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR SOCCER GOALS AND GOAL WHEELS.

ORDINANCE AUTHORIZING THE ISSUANCE OF UP TO $140 MILLION DOLLARS ($140,000,000) TAXABLE UTILITIES REVENUE REFUNDING BONDS, SERIES 2020, PRESCRIBING THE FORM, TERMS AND CONDITIONS OF SAID BONDS; DESIGNATING THE DATE, DENOMINATION AND PLACE OF PAYMENT OF SAID BONDS, PROVIDING FOR THE PAYMENT THEREOF IN PRINCIPAL AND I NTEREST; CONFIRMING THE SALE AND DELIVERY OF THE BONDS TO THE UNDERWRITER ; AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWITH AND OTHER MATTERS RELATED THERETO.

COMMITTEES

There were no reports from Legal Affairs Committee, Personnel/Insurance Committee, Property and Zoning Committee, Community Affairs, Services and Events Committee and A&E Committee. Finance Committee Chair, Mr. Fuller turned his time over to Nambdi Thompson from the Bond Counsel to discuss the bond issue and to Mayor Hall to give a financial update. Utility Committee Chair, Mr. Porter gave a committee recap of the previous meeting. Public Safety, Works and Transportation Committee Chair, Mr. Porter let citizens know that debris pick up was delayed because of staffing issues and equipment problems and asked citizens not to put debris on the curb until the situation was fixed. He also requested that people follow proper COVID-19 hygiene habits. Economic Workforce and Planning Committee Chair Mr. Fuller gave a committee recap from the previous meeting and requested a report at next Council from the ACEDD Board. Mr. Green stated that the Administration asked for an item to be added to the agenda by unanimous consent. On a motion of Mr. Villard and seconded by Mr. Fuller the item was added to the agenda. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH RAPIDES PRIMARY HEALTH CARE TO CONDUCT COVID-19 TESTING AT CERTAIN CITY -OWNED FACILITIES AND OTHER MATERS WITH RESPECT THERETO.
