PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON May 12, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, May 12, 2020 at 5:00 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter, Joe Fuller. Harry Silver was absent. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Nolley and the Pledge of Allegiance was led by Mr. Villard. APPROVAL OF MINUTES On a motion of Mr. Fuller and seconded by Mr. Villard the minutes taken from a regular Council m eeting held April 28 , 2020 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fuller moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fuller and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CONSTRUCTION MAINTENANCE CONTRACT B ASPHALTIC CONCRETE RECONSTRUCTION AND OVERLAY IMPROVEMENTS 2020/2021 AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fuller and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR FIRE HYDRANTS AND RELATED ACCESSORIES AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fuller and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CLAMPS AND COUPLINGS AND OTHER MATERS WITH RESPECT THERETO. Upon request from the Administration, the following item was delayed for two weeks: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR READY MIX CONCRETE AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fuller and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A SUPPLEMENTAL AGREEMENT WITH MEYER, MEYER, LACROIX AND HIXSON FOR ENGINEERING SERVICES FOR SUGARHOUSE ROAD EXTENSION AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fuller and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROPOSAL WITH GREATER ALEXANDRIA ECONOMIC DEVELOPMENT AUTHORITY FOR LEASE OF KNOWN AS THE CENTRAL LOUISIANA BUSINESS INCUBATOR AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fuller and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING C ONTRACT FOR ENVIRONMENTAL ENGINEERING AND CONSULTING SERVICE S WITH ADVANCED ENVIRONMENTAL COMPLIANCE, LLC AND TERRACON CONSULTANTS AND OTHER MATERS WITH RESPECT THERETO.
RESOLUTION
Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Porter.
RESOLUTION NO. 0037-2020
RESOLUTION TO INVESTIGATE HIRING, FIRING AND DISCIPLINA RY PRACTICES OF THE ALEXANDRIA POLICE DEPARTMENT ALONG WITH ORGANIZATIONAL STRUCTURE.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fuller, Green, Larvadain, Porter.
NAYS: Villard, Fowler.
ABSENT: Silver.
This resolution was thereupon declared adopted on this the 12th day of May 2020.
ORDINANCES FOR FINAL ADOPTION
SUBJECT TO PUBLIC HEARING
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Fuller.
ORDINANCE NO. 60-2020
AN
ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MALL DITCH IMPROVEMENTS AND OTHER MATTERS RELATED THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Fowler, Porter, Fuller, Green, Larvadain.
NAYS: None.
ABSENT: Silver.
This ordinance was thereupon declared adopted on this the 12th day of May 2020.
Mr. Porter made a motion to amend the following ordinance by contracting for a three-year term with no renewal. Mr. Fuller seconded the motion. The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Porter, Fuller, Green, Larvadain.
NAYS: Villard, Fowler.
ABSENT: Silver.
This motion to amend passed.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption as amended on a motion of Mr. Porter and seconded by Mr. Fuller.
ORDINANCE NO. 61-2020

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH CROSSROADS SOCCER ASSOCIATION AND OTHER MATTER RELATED THERETO AND OTHER MATTERS RELATED THERETO.
The President called for any discussion, a vote was called for and result ed as follows:
YEAS: Fuller, Green, Larvadain, Villard, Porter.
NAYS: None.
ABSTAIN: Fowler.
ABSENT: Silver.

COMMITTEES

Finance Committee Chair, Mr. Fuller gave a recap of the previous committee. Legal Affairs Committee Chair, Mr. Larvadain gave a recap of the pre vious committee. Utility Committee Chair, Mr. Porter gave a recap of the previous committee. Public Safety, Works and Transportation Committee Chair, Mr. Porter gave a review of the previous committee. Economic Workforce and Planning Committee Chair Mr. Fuller requested a report from the Administration on the City’s plans for the $300,000 grant from the EPA’s Brownfields Program.
