PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON APRIL 28, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, April 28, 2020 at 6:10 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter, Joe Fuller. Harry Silver was absent. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Porter and the Pledge of Allegiance was led by Mr. Fuller. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Fuller the minutes taken from a regular Council m eeting held April 14 , 2020 were unanimously approved by the Council. Mayor’s Veto and Message of Ordinance No. 44 -2020 Mr. Fuller moved to overturn the Mayor’s Veto for Ordi nance No. 44-2020, which was seconded by Mr. Porter: ORDINANCE NO. 44-2020

AN ORDINANCE RESCINDING ORDINANCE NO. 52 -2017 REVERSING THE DENIAL OF AN APPLICATION TO REZONE PROPERTY LOCATED AT 3415 HUDSON BOULEVARD. DESCRIBED AS 5.51 ACRE TRACT BOUNDED ON THE CORNER OF HUDSON BOULEVARD AND LINCOLN ROAD FROM “SF -2/MFO” SINGLE FAMILY MODERATE DENSITY WITH A MOBILE HOME OVERLAY DISTRICT T O “MF-2” MULTI-FAMILY MODERATE DENSITY DISTRICT, TO ALLOW FOR THE CONSTRUCTION OF APARTMENT COMPLEX AND OTHER MATTERS WITH RESPECT THERETO. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Porter.

NAYS: Larvadain, Villard, Fowler.

ABSENT: Silver.

Motion failed.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR OPERATING SUPPLIES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE SERVICE CONTRACT WITH CONTROL DEVICES INCORPORATED, FOR TESTING CALIB RATION AND MAINTENANCE OF SUBSTATION RELAYS, METERS AND RELATED EQUIPMENT FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE SERVICE CONTRACT WITH MS-TN TRANSFORMERS INCORPORATED, FOR TRANSFORMER REPAIRS FOR POLEMOUNT AND PADMOUNT TRANSFORMERS FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE SURPLUS OF CERTAIN SIGNAL CONTROLLER AND CABINETS AND DISPOSITION THROUGH DONATION TO THE CITY OF WINNFIELD AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE RELATIVE TO THE PURCHASE OF A 7.6 ACRE TRACT, MORE OR LESS, FROM SEWERAGE DISTRICT NO. 1 OF RAPIDES PARISH , LOUISIANA BY THE CITY OF ALEXANDRIA AND TO PROVIDE WITH RESPECT TO MATTERS RELATED THERETO AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A DONATION WITH THE TOWN OF LECOMPTE FOR THE DISPOSITION OF A SURPLUS MOVABLE AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH VISUAL CONCEPT DESIGNS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH PAN AMERICAN ENGINEERING TO PERFORM SERVICES FOR THE JOHNNY DOWNS SPORTS COMPLEX REJUVENATION PROJECT AND OTHER MATERS WITH RESPECT THERETO. RESOLUTIONS

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fuller.

RESOLUTION NO. 0032-2020

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR SULFUR DI OXIDE, TECHNICAL GRADE, LIQUID IN ONE (1) TON CYLINDERS FOR THE WASTEWATER DEPARTMENT.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Fowler, Porter, Fuller, Green, Larvadain.

NAYS: None.

ABSENT: Silver.

This resolution was thereupon declared adopted on this the 28th day of April 2020.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Fuller.

RESOLUTION NO. 0033-2020

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR ANNUAL REQUIREMENTS CONTRACT FOR THE NATURAL GAS SYSTEM.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Fuller, Green, Larvadain, Villard.

NAYS: None.

ABSENT: Silver.

This resolution was thereupon declared adopted on this the 28 th day of April 2020.

Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Porter.

RESOLUTION NO. 0034-2020

RESOLUTION SETTING A PUBLIC HEARING TO BE HELD ON MAY 1 2, 2020 TO CONSIDER CONDEMNATION OF TWENTY -FIVE (25) STRUCTURES THROUGHOUT THE CITY.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Villard, Fowler, Porter.

NAYS: None.

ABSENT: Silver.

This resolution was thereupon declared adopted on this the 28 th day of April 2020.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Fuller.

RESOLUTION NO. 0035-2020

RESOLUTION SETTING A PUBLIC HEARING TO BE HELD ON MAY 1 2, 2020 TAKING ACTION ON THE COST OF DEMOLITION OF FIVE (5) RESIDENTIAL STRUCTURES AND ONE (1) COMMERCIAL STRUCTURE.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Fuller, Green, Larvadain, Villard.

NAYS: None.

ABSENT: Silver.

This resolution was thereupon declared adopted on this the 28 th day of April 2020.

Mr. Larvadain moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0036-2020

RESOLUTION SETTING A PUBLIC HEARING TO BE HELD ON MAY 1 2, 2020 TO CONSIDER A CONDEMNATION REVOCATION FOR PROPERTY LOCATED AT 2330 MONROE STREET. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Larvadain, Villard, Fowler, Porter, Fuller, Green.

NAYS: None.

This resolution was thereupon declared adopted on this the 28th day of April 2020.

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL REQUIREMENTS CONTRACT FOR WATER, WASTEWATER, NATURAL GAS AND GENERAL (SITE RELATED) AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

On a motion of Mr. Fuller and seconded by Mr. Larvadain the following item was delayed for two weeks:

ORDINANCE NO. 58-2020

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE CORPORATION FOR NATIONAL AND COMMUNITY SERV ICES TO UTILIZE VOLUNTEERS THROUGH AMERICORPS VISTA PROJECT AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Villard, Fowler, Porter.

NAYS: None.

ABSENT: Silver.

This ordinance was thereupon declared adopted on this the 28 th day of April 2020.

Upon request from the Administration, the following item was del ayed for two weeks:

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH CROSSROADS SOCCER ASSOCIATION AND OTHER MATTER RELATED THERETO AND OTHER MATTERS RELATED THERETO.

Upon request from the Administration, the following item was del ayed for two weeks:

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH PA CONSULTING GROUP, INC., FOR A STRATEGIC EVALUATION OF THE CITY’S UTILITY SYSTEMS AND OTHER MATTERS RELATED THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fuller and seconded by Mr. Villard.

ORDINANCE NO. 59-2020

ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH CAPLAN’S INC., FOR ANNUAL WORK UNIFORMS AND OTHER MATTERS RELATED THERETO.

NAYS: None.
