PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON APRIL 14, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, April 14, 2020 at 5:00 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Chuck Fowler, Gerber Porter, Joe Fuller. Mr. Villard and Mr. Silver were absent. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Porter and the Pledge of Allegiance was led by Mr. Fowler. APPROVAL OF MINUTES On a motion of Mr. Fuller and seconded by Mr. Fowler the minutes taken from a regular Council m eeting held March 31, 2020 were unanimously approved by the Council. PUBLIC HEARING – BUDGET On a motion of Mr. Fowler and seconded by Mr. Fuller a public hearing on the Mayor’s proposed 2020/2021 operating and capital budgets was opened. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Fuller seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR GAS METERS AND ITRON ERTS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR JANITORIAL CHEMICALS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MALL DITCH IMPROVEMENTS AND OTHER MATERS WITH RESPECT THERETO. Upon request from the Administration, the following item was removed from the agenda: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH CASCO INDUSTRIES FOR TURN -OUT GEAR FOR THE FIRE DEPARTMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE CORPORATION FOR NATIONAL AND COMMUNITY SERV ICES TO UTILIZE VOLUNTEERS THROUGH AMERICORPS VISTA PROJECT AN D OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH CROSSROADS SOCCER ASSOCIATION AND OTHER MATTER RELATED THERETO AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH PA CONSULTING GROUP, INC., FOR A STRATEGIC EVALUATION OF THE CITY’S UTILITY SYSTEMS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH CAPLAN’S INC., FOR ANNUAL WORK UNIFORMS AND OTHE R MATERS WITH RESPECT THERETO. RESOLUTIONS
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Fuller.
RESOLUTION NO. 0030-2020
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR READY MIX CONCRETE.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Porter, Fuller, Green, Larvadain.
NAYS: None.
ABSENT: Silver, Villard.
This resolution was thereupon declared adopted on this the 14th day of April 2020.
Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Larvadain.
RESOLUTION NO. 0031-2020
RESOLUTION CONFIRMING THE MAYOR’S APPOINTMENT OF TEN (10) MEMBERS TO THE COMMUNITY DEVELOPMENT CITIZEN ADVISORY COMMITTEE.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fuller, Green, Larvadain, Fowler, Porter.
NAYS: None.
ABSENT: Villard, Silver.

This ordinance was thereupon declared adopted on this the 14 th day of April 2020.
COMMITTEES
There were no reports from Utility Committee, Personnel/Insurance Committee, Property and Zoning Committee, Community Affairs, Services and Events Committee and A&E Committee. Finance Committee Chair, Mr. Fuller thanked the Mayor for working with the Council on the budget. Legal Affairs Committee Chair, Mr. Larvadain stated that the committee met previously. Public Safety, Works and Transportation Committee Chair Mr. Porter thanked Public Works for maintaining basic city services during the pandemic. Economic Workforce and Planning Committee Chair Mr. Fuller requested a report at the next meeting from the Administration on Community Developments plans for the $248,000. Mr. Green announced that the next meeting would be held on April 28, 2020 and all facts sheets would be due by April 21, 2020 at Noon.
