PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MARCH 31, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, March 31, 2020 at 5:00 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter, Joe Fuller. Mr. Silver was absent. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Porter and the Pledge of Allegiance was led by Mr. Villard. APPROVAL OF MINUTES On a motion of Mr. Fuller and seconded by Mr. Larvadain the minutes taken from a regular Council m eeting held March 17, 2020 and a special Council meeting on March 19, 2020 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Fuller seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR OPERATING CHEMICALS FOR WASTEWATER DEPARTMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR JANITORIAL SUPPLIES AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ELECTRIC METERS AND ACCESSORIES AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL UNIFORM BID FOR PUBLIC SAFETY AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CONSTRUCTION AND MAINTENANCE MATERIALS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL REQUIREMENTS CONTRACT FOR WATER, WASTEWATER, NATURAL GAS AND GENERAL (SITE RELATED) AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE RETIREMENT OF ONE POLICE K -9 “ALEX” AND AUTHORIZING THIS DOG AS SURPLUS PROPERTY AND TO BE DONATED TO PO BLACKWOOD AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE RETIREMENT OF ONE POLICE K -9 “SIDNEY” AND AUTHORIZING THIS DOG AS SURPLUS PROPERTY AND TO BE DONATED TO PO PIRTLE AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCERESCINDING ORDINANCE NO. 52 -2017 REVERSING THE DENIAL OF AN APPLICATION TO REZONE PROPERTY LOCATED AT 3415 HUDSON BOULEVARD DESCRIBED AS 5.51 ACRE TRACT BOUNDED ON THE CORNER OF HUDSON BOULEVARD AND LINCOLN ROAD FROM “SF -2/MFO” SINGLE FAMILY MODERATE DENSITY WITH A MOBILE HOME OVERLAY DISTRICT T O “MF-2” MULTI-FAMILY MODERATE DENSITY DISTRICT, TO ALLOW FOR THE CONSTRUCTION OF APARTMENT COMPLEX AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A MS4WEB APPLICATION SERVICES AGREEMENT WITH CBI SYSTEMS, LTD. FOR A MUNICIPAL COMPLIANCE PLATFORM AND OTHER MATERS W ITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH EVER BRIDGE TO PROVIDE MASS TEXTING SERVICES TO CITY OF ALEXANDRIA EMPLOYEES AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO AMEND THE CURRENT WORKING AGREEMENT WITH THE AL EXANDRIA POLICE OFFICERS ASSOCIATION, LOCAL 833, WHICH WAS ADOPTED ON MARCH 11, 2016 ORDINANCE NO. 54 -2016AND OTHER MATERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AGREEMENT WITH WELLS FARGO FINANCIAL LEASING INCORPORATED FOR THE L EASE OF GOLF COURSE AND ATHLETIC FACILITY MAINTENANCE EQUIPMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE TRANSFER OF SUGARHOUSE ROAD STREET AND DRAINAGE IMPROVEMENTS TO LOUISIANA DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT AND OTHER MATERS WITH RESPECT THERETO. COMMITTEES
There were no reports from Legal Affairs Committee, Utility Committee, Property and Zoning Committee, and A&E Committee. Finance Committee Chair, Mr. Fuller asked the Mayor to look into the grant monies mentioned by Congressman Abraham. Personnel/Insurance Committee Chair, Mr. Green asked everyone to listen to the Governor and stay apart and stay home. Public Safety, Works and Transportation Committee Chair Mr. Porter gave information on COVID-19. Economic Workforce and Planning Committee Chair Mr. Fuller asked the Administration to work with the Police Jury to help citizens understand the unemployment system. Community Affairs, Services and Events Committee Chair, Mr. Larvadain asked the Mayor if the city was working on the spread of COVID-19 among the homeless population and the Mayor said they were in contact with the Homeless Coalition about that situation. Mr. Larvadain also asked the Mayor to organize a citywide prayer on Good Friday and have it broadcast on Channel 4. Mr. Green wished everyone a Happy Easter and announced that the next meeting would be held on April 14, 2020.
