ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR

MEETING HELD ON MAY 19, 2026. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, May 19, 2026, at 5:05 P.M. Those present were the Honorable Cynthia Perry, Gary Johnson, Lizzie Felter, Jules Green, Chuck Fowler, Jim Villard and Malcolm Larvadain. Also present were City Attorney Jonathan Goins, Michael Caffery and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Cynthia Perry, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Johnson, and the Pledge of Allegiance was led by Mr. Fowler. On a motion of Mr. Fowler and seconded by Mr. Johnson the minutes taken from a regular Council Meeting held on May 5, 2026, were unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for janitorial supplies. Name of Bidders Interboro Packing Corp Economical Janitorial Advance Chemical and Janitorial Staples Business Unipak Vertiv Co. MSC Industrial Supply Grimes Industrial Supply DET Wholesale Pacific Star Corp. Wurth USA, Inc. Central Poly Bag Corp Pyramid School Products

The above bid was referred to the mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR JANITORIAL SUPPLIES AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for minimum of one 30 passenger trolley. Name of Bidders Model 1 Commercial Vehicle

Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Villard, the following item was delayed for two weeks: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MINIMUM OF ONE 30 PASSENGER TROLLEY AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH FLOCK TO PROVIDE INVESTIGATIVE SUPPORT FOR THE ALEXANDRIA POLICE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH TAYLORSCAPES FOR LANDSCAPE MAINTENANCE SERVICES AT ALEXANDRIA GATEWAYS AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH TAYLORSCAPES FOR LANDSCAPE MAINTENANCE SERVICES AT ACADIAN PARK AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH TAYLORSCAPES FOR LANDSCAPE MAINTENANCE SERVICES AT HDQ PARK AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH TAYLORSCAPES FOR LANDSCAPE MAINTENANCE SERVICES AT COMPTON PARK AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM TAYLORSCAPES FOR LANDSCAPE MAINTENANCE SERVICES AT THIRD STREET RAINGARDENS AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM TAYLORSCAPES FOR LANDSCAPE MAINTENANCE SERVICES AT BOLTON AVENUE RAINGARDENS AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM U. S. LAWNS OF ALEXANDRIA FOR LANDSCAPE MAINTENANCE SERVICES AT RAPIDES TRAIL AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH YANKEE HOLDING DBA YANKEE CLIPPER FOR LANDSCAPE MAINTENANCE SERVICES AT HOLOCAUST PARK AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE REZONING THE REAR PORTION OF LOTS 12, 13, ALEXANDRIA, LOUISIANA FROM A SF-2 (SINGLE FAMILY) TO A B-3 (GENERAL BUSINESS) AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH CAPLAN’S INC. FOR UNIFORM BID FOR THE POLICE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH BOOTH AND ASSOCIATES FOR AN ELECTRIC LOAD STUDY FOR TWIN BRIDGES SUBSTATION AND LA 28 WEST AREA AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE AWARD OF $2,000,000 FROM LADOTD TRANSPORTATION ALTERNATE PROGRAM (TAP) FOR THE CONSTRUCTION OF DOWNTOWN SIDEWALK IMPROVEMENTS, PHASE 1 AND OTHER MATTERS WITH RESPECT THERETO.
