ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR
MEETING HELD ON JULY 28, 2026. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, July 28, 2026, at 5:00 P.M. Those present were the Honorable Cynthia Perry, Gary Johnson, Lizzie Felter, Chuck Fowler, Jim Villard and Malcolm Larvadain. Jules Green was absent. Also present were Jonathon Goins, City Attorney, Michael Caffery, Mayoral Assistant and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Cynthia Perry, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Ms. Felter, and the Pledge of Allegiance was led by Mr. Fowler. On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on July 14, 2026, were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for an insulated articulating telescopic boom and material handler. Name of Bidders JDC, Inc. Timmons Truck – no bid
The above bid was referred to the mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR AN INSULATED ARTICULATING TELESCOPIC BOOM AND MATERIAL HANDLER AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for full spectrum imaging system (FSIS) II color lab system and full spectrum imaging system (FSIS-CSE) II. Name of Bidders Thomas Scientific Holdings
The above bid was referred to the mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR FULL SPECTRUM IMAGING SYSTEM (FSIS) II COLOR LAB SYSTEM AND FULL SPECTRUM IMAGING SYSTEM (FSISCSE) II AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for chlorine handling truck with knuckle boom crane. Name of Bidders Timmons Truck – no bid
The administration requested readvertisement, as no bids were received on the following item: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CHLORINE HANDLING TRUCK WITH KNUCKLE BOOM CRANE AND OTHER MATTERS WITH RESPECT THERETO.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Larvadain.
RESOLUTION NO. 0090-2026 RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR CHLORINE HANDLING TRUCK WITH KNUCKLE BOOM CRANE. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Larvadain, Perry, Johnson, Felter.
NAYS: None.

This resolution was thereupon declared adopted on this the 28th day of July 2026.
Bids were received for a 47 foot sheave height hydraulic digger derrick truck. Name of Bidders AHEC, Inc. Timmons Truck – no bid
The above bid was referred to the mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A 47 FOOT SHEAVE HEIGHT HYDRAULIC DIGGER DERRICK TRUCK AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AMENDING AND RE-ENACTING ARTICLE XII, CHAPTER 7 OF THE CITY CODE TO ALLOW THE USE OF ADMINISTRATIVE ADJUDICATIONS TO ENFORCE BUILDING CODES; ZONING, VEGETATION AND NUISANCE ORDINANCES; SEWERAGE AND DRAINAGE REGULATIONS; MATTERS INVOLVING LICENSING AND PERMITS, AND OTHER VIOLATIONS AS DETERMINED BY THE CITY COUNCIL AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE
LOWEST PROPOSAL RECEIVED FROM CENLA CLEANING AND
DETAILS, LLC FOR JANITORIAL SERVICES FOR THE UTILITY CUSTOMER SERVICE BUILDING AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR RENEW THE EXISTING CONTRACT WITH SOL POWERLINE, LLC FOR ELECTRIC DISTRIBUTION OVERHEAD MAINTENANCE SERVICES AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE REVOKING A 30’ X 30’ LIFT STATION SERVITUDE LOCATED LOT 2-A OF SCOTTISH TURN SUBDIVISION AND OTHER MATTERS WITH RESPECT THERETO.
RESOLUTIONS
Mr. Johnson moved for the adoption of the following resolution, which was seconded by Mr. Fowler.
RESOLUTION NO. 0091-2026
RESOLUTION CONFIRMING THE APPOINTMENT OF KRISTEN LEMOINE TO SERVE ON THE GREATER ALEXANDRIA ECONOMIC DEVELOPMENT AUTHORITY (GAEDA) BOARD REPRESENTING DISTRICT 4. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Johnson, Felter, Fowler, Villard, Larvadain, Perry. NAYS: None.
