The following appointments were announced to be made at the next meeting: **Mr. Walter Warwick on the AICUZ Appeal Board for a three (3) year term. Term will expired June 8, 2018. **Mr. Tommy Milo on the AICUZ Appeal Board for a three (3) year term. Term will expire June 14, 2018. **Mr. Peter DeKeyser on the Fire District No. 2 Civil Service Board for a three (3) year term. Term will expire July 29, 2018. **Mr. Haywood Joiner, Jr. on the Housing Authority for a five (5) year term. Term will expire July 14, 2018. **Mr. Kenneth Wilson on the Waterworks District 11A for a five (5) year term. Term will expire July 13, 2018.

  1. Motion to adopt an ordinance providing for the levy within Fire Protection Sales Tax District No. 18 of the Parish of Rapides, State of Louisiana, effective July 1, 2018, of a one-half of one percent (1/2%) sales and use tax upon the sale at retail, the use, the lease or rental, the consumption, and the storage for use or consumption, of tangible personal property and upon the sale of services in said District, providing for the assessment, collection, payment thereof and the dedication of the proceeds of said tax and the purpose for which the proceeds of the tax may be expended, such tax having been authorized at a special election held in the District on April 28, 2018.   2. Motion to delete from the Rapides Parish Fire District No. 7 Asset/Inventory Program the following equipment as it is no longer suitable for public use: PURCHASE ASSET DESCRIPTION DATE DISPOSAL 10539 Laptop Computer 05/15/2009 Scrap–to be auctioned (Finance 6/4)
  3. Motion to adopt a resolution approving the issuance, sale and delivery of not exceeding $125,000 of Limited Tax Certificates of Fire Protection District No. 18 of the Parish of Rapides, State of Louisiana, and other matters relating thereto. (Finance 6/4)

Motion to authorize the removal from the Rapides Parish Library Asset/Inventory the following asset numbers, proper documentation has been signed and filed for a Reversionary Act of Donation: Asset Number Description 4971 Lot 2, Happy Hills Subdivision in S2 of NE4 & N2 of SE4 Section 2, T4NR1E (Carl N. Gunter Branch Library) 4965 Building – Carl Gunter Branch Library – corner of Mimosa and Highway 28 East (Finance 6/4)
  2. Motion to renew Cooperative Endeavor Agreement with the Louisiana Department of Revenue to perform joint sales and use tax audits as recommended by the Tax Administrator and the Assistant District Attorney. (Finance 6/4)
  3. Motion to amend and adopt the General Fund Budget by reducing the Rapides Parish District Attorney’s budget by $700,000. (Finance 6/4)
  4. Motion to accept the Public Works Director's Report. (Public Works 6/4)
  5. Motion to authorize a contract with Meyer, Meyer, LaCroix & Hixson, Inc. to obtain permits and develop plans, specifications, and right-of-way documents to make drainage improvements in the Ball Lane-Victoria Drive area (Ward 8, District I) and authorize the President to sign all the necessary documents as recommended by the Public Works Director. (Public Works 6/4)
  6. Motion to grant approval to Hickory Hill Estates, located at Ates Road, Pineville, as recommended by Rapides Area Planning Commission and Public Works Director, pending Legal Counsel review and authorize signing of the plat. (Public Works 6/4)

  1. Motion to authorize the Rapides Parish Highway Department to enter into an Intergovernmental Agreement with the Town of Ball, to overlay approximately three tenths (0.3) of Williford Road, to be paid out of Road District 10A Maintenance Funds, Town’s portion and authorize the President to sign same. (Workforce 6/4)
  2. Motion to authorize the President to sign the renewal of the One-Stop Operator Contract between the Rapides Parish Police Jury and Louisiana State University of Alexandria for an optional term of one (1) year from July 1, 2018 thru June 30, 2019. The Contract will be funded through the WIOA grant funds. (Workforce 6/4)
  3. Motion to enter into an Intergovernmental Agreement with the City of Pineville for the Rapides Parish Highway Department to install a tank car, on Greer Road, due to bridge being out with the City of Pineville to be responsible for securing any right-of-way or permits required and all cost to be reimbursed by the City of Pineville. (Workforce 6/4)
  4. Motion to enter into an agreement with the State of Louisiana, Governor’s Office of Homeland Security and Emergency Preparedness to receive Federally Funded Public Assistance for Tropical Storm Harvey (FEMA-DR4345-LA) and to authorize the President and Public Works Director to sign all the necessary documents. (Workforce 6/4)
  5. Motion to move forward on the discussion with Rapides Area Planning Commission for the lease of the Rapides Parish Police Jury Building located on Johnston Street. (Lawyer’s Building) (Grants 6/4)
  6. Motion to designate and name the Secretary as the Records Management Officer Liaison to act as liaison between the Division of Archives, Records Management and History and the Rapides Parish Police Jury for the period of July 1, 2018 and ending June 30, 2019. (Parochial 6/4)

  3. Motion to enter into a polling place lease with Martin Park Elementary School for Voting Precinct C21 A-K and L-Z, as recommended by the Secretary of State and authorize the President to sign same. (Personnel 6/4)
  4. Motion to receive the required report from Acadian Ambulance under the Contract for April, 2018:

Motion to renew the contract between the Fire Protection District No. 4 and the Holiday Village Volunteer Fire Association to provide fire protection services for a ten (10) year period effective September 16, 2018 under the same terms and conditions as the previous contract and authorize the President to sign same.   2. Motion to authorize the Rapides Parish Fire District No. 9 to accept the donation of a tract of land situated in the southwest Quarter of the Southwest Quarter of Section 26, T2N-R2E, Rapides Parish, Louisiana, said tract being more particularly described as follows:

Commence at a found iron rod being South 13 degrees 17 Minutes 13 seconds West, a distance of 71.43 feet from LA-1 centerline Station 47+49.66, as shown on the right of way map for State Project No. 052-08-0039, which said found iron rod is common with the apparent south right of way line for LA-1 and said found iron rod is also the POINT OF BEGINNING (POB) of the tract described herein. Thence follow along said LA-1 right of way the following calls: run South 68 degrees 51 minutes 44 seconds East, a distance of 139.30 feet to a found aluminum right of way cap; Thence run South 74 degrees 31 minutes 42 seconds East, a distance of 100.51 feet to a found aluminum right of way cap; thence run South 68 degrees 44 minutes 46 seconds East, a distance of 131.78 feet to a set iron rod. Thence leaving said LA-1 right of way, run south 21 degrees 15 minutes 14 seconds West, a distance of 90.83 feet to a set iron road and being common with the apparent north right of way line for Kansas City Southern Railroad. Thence follow along said Kansas City Southern Railroad right of way, run North 60 degrees 58 minutes 27 seconds West, a distance of 370.24 feet to a found iron rod. Thence leaving said Kansas City Southern Railroad right of way, run North 13 degrees 17 minutes 13 seconds East, a distance of 30.65 feet to the POINT OF BEGINNING (POB) and containing .51 acres, more or less, and being shown on a Certificate of Survey by Meyer, Meyer, Lacroix and Hixson Inc. dated May 16, 2018.

  2. Motion to receive proposal from Civic Source concerning adjudicated property within the parish. (Mr. Bishop)
  3. Motion to authorize a contract with Lowe’s Construction, LLC to drive piling on the Price Road, at a cost of $6,100.00 mobilization and $4,600.00 per day, to be paid out of the Ward 5, District H Maintenance Funds and authorize the President to sign all the necessary documents, as recommended by the Public Works Director. (Mr. Billings)
  4. Motion to award RFP# 2659 for the operation of a coin operated Ice Machine, to be located at the Cotile Lake Recreation Park, as recommended by the Purchasing Agent and Treasurer. (Mr. Vanderlick)
