ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR
MEETING HELD ON AUGUST 11, 2026. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, August 11, 2026, at 5:00 P.M. Those present were the Honorable Cynthia Perry, Gary Johnson, Lizzie Felter, Jules Green, Chuck Fowler, Jim Villard and Malcolm Larvadain. Also present were Jonathon Goins, City Attorney, Michael Caffery, Mayoral Assistant and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Cynthia Perry, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Johnson, and the Pledge of Allegiance was led by Mr. Villard. On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on July 28, 2026, were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Johnson seconded the motion. It was unanimously carried by the Council. Bids were received for extrication tools and battery chargers for the Fire Department. Name of Bidders Technology International MES Service Company
The above bid was referred to the mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR EXTRICATION TOOLS AND BATTERY CHARGERS FOR THE FIRE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH SOLSCAPES LLC., FOR ELECTRIC UTILITY RIGHT-OF-WAY MAINTENANCE AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH CBS CLEANING SERVICES FOR JANITORIAL SERVICES FOR THE TRANSIT BUSES AND PASSENGER TRANSIT VANS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH PAN AMERICAN ENGINEERING LLC FOR ENGINEERING AND PHMSA GRANT RELATED SERVICES AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AMENDING THE ALEXANDRIA POLICE DEPARTMENT’S RECRUITMENT AND RETENTION POLICIES AND INITIATIVE (ORDINANCE NO. 174-2023) IN ACCORDANCE WITH RESOLUTION NO. 0435-2023 PROVIDING FOR RECRUITMENT OF POST CERTIFIED OFFICERS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW A PROFESSIONAL SERVICES AGREEMENT WITH ARC RAPIDES FOR CLEANING SERVICES AT FRANK O HUNTER GYM AND THE YOUTH AND TEEN CENTER ON SYLVESTER STREET AND OTHER MATTERS WITH RESPECT THERETO.
RESOLUTIONS
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Johnson.
RESOLUTION NO. 0097-2026
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR TURN OUT GEAR FOR THE FIRE DEPARTMENT. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Larvadain, Perry, Johnson, Felter, Green.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 11th day of August 2026.
Mr. Villard moved for the adoption of the following resolution, which was seconded by Ms. Felter.
RESOLUTION NO. 0098-2026
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR HIGH MAST LIGHTING FOR THE ELECTRIC DISTRIBUTION DEPARTMENT. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green, Fowler.

This resolution was thereupon declared adopted on this the 11th day of August 2026.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Felter.
RESOLUTION NO. 0099-2026
RESOLUTION TO CO-SPONSOR THE ARTS COUNCIL OF CENTRAL LOUISIANA FALL ART WALK IN OCTOBER 2026. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Larvadain, Perry, Johnson, Felter, Green.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.
RESOLUTION NO. 0100-2026 RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR ANNUAL REQUIREMENTS CONTRACT FOR WATER, WASTEWATER, NATURAL GAS AND GENERAL (SITE RELATED) SYSTEM 2026. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Larvadain, Perry, Johnson, Felter, Green.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR AN INSULATED ARTICULATING TELESCOPIC BOOM AND MATERIAL HANDLER AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR FULL SPECTRUM IMAGING SYSTEM (FSIS) II COLOR LAB SYSTEM AND FULL SPECTRUM IMAGING SYSTEM (FSISCSE) II AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A 47-FOOT SHEAVE HEIGHT HYDRAULIC DIGGER DERRICK TRUCK AND OTHER MATTERS WITH RESPECT THERETO.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Johnson. ORDINANCE NO. 92-2026
AN ORDINANCE AMENDING AND RE-ENACTING ARTICLE XII,

RESOLUTION ON THE CONDEMNATION OF THE STRUCTURE
The President called for any discussion; a vote was called for and resulted as follows: YEAS: Perry, Felter, Green, Fower, Villard, Larvadain.
NAYS: Johnson.

On a motion of Mr. Fowler and seconded by Mr. Johnson the public hearing was closed at 5:29 p.m.
The president adjourned the meeting at 5:30 p.m.
