7. Motion to adopt a resolution providing for canvassing the returns and declaring the result of the special election held in Fire Protection Sales Tax District No. 18 of the Parish of Rapides, State of Louisiana, on Saturday, April 28, 2018, to authorize the levy of a sales and use tax therein. 8. Motion to authorize the increase of hours of the Deville Volunteer Fire Department Secretary, from 25 hours to 34 hours per week, as recommended by the Deville Volunteer Fire Department Board, to be paid out of the Fire District No. 6 Funds. (Finance 5/7)

Motion to award Bid No. 2640 (Annual Contract for Emulsified Asphalt MC-30 for period June 1, 2018 thru May 31, 2019) to the sole bidder, Asphalt Products Inc., for the cost of $3.12 per gallon up from $2.65 per gallon in 2016/2017 as recommended by the Parish Engineer and Purchasing Agent. 11. Motion to authorize the President to sign the Acknowledgement and Reversionary Act of Donation for the Gunter Branch Library, to revert the ownership of the property and building back to the Gunter Family. (Finance 5/7)

Motion to adopt an ordinance to amend and reenact the Rapides Parish Code of Ordinances to revise Section 13-3 (d) Notice to property owners and others prior to action; to add Director of Public Works and Parish Inspector, as authorized to send written notices and include unsanitary premises to the notice requirements, as recommended by the Public Works Director. 28. Motion to enter into an Intergovernmental Agreement with the Town of Cheneyville for the Rapides Parish Highway Department to furnish labor and equipment, for approximately twenty (20) hours of patching potholes on various roads, as requested by the Mayor of Cheneyville, to be paid out of Road District No. 3A Maintenance Funds, the Town’s portion and authorize the President to sign same. (Workforce 5/7)
29. Motion to authorize the President to sign an Intergovernmental Agreement with the Rapides Parish School Board, for the purpose of engaging out of school youth. The Rapides Parish School Board experiences a large number of students who drop out of high school each year. The Rapides Workforce Development Board and the Rapides Parish School Board are collaborating to remain connected with these youth and provide services.

As a drop out, these former students are automatically eligible for services through the Workforce Innovation and Opportunities Act (WIOA) which may help them return to school, obtain a HiSET (secondary diploma of equivalency), gain employment, join the military, or a combination thereof. Once the student has expressed desire to leave school, a pre-counseling session can be arranged by the School Board liaison to inform the student and his/her parents of the services that can be provided to the student after the student exits the school system. Once the former student is enrolled for services, the staff will provide case management to ensure the participant’s success. There is no anticipated expense to Rapides Parish Police Jury through this collaboration. (Workforce 5/7)

30. Motion to approve the creation of a Workforce Professional I position to meet the needs of the WIOA grant. (Workforce 5/7)
31. Motion to approve the hiring of one (1) part-time, temporary Workforce Specialist to assist with the provision of WIOA services until a Workforce Professional I can be hired. (Workforce 5/7)
32. Motion to ratify authorization of the submission of a Capacity Building federal grant application, for the USDA’s Farmers Market Promotion Program (FMPP) and authorize the President to sign any necessary documents. 33. Motion to enter into an Intergovernmental Agreement with the Rapides Parish Sheriff’s Office for an inmate labor crew, to be used for janitorial services at the Rapides Parish Courthouse, pending Legal Counsel’s review and authorize the President to sign same. (Courthouse 5/7)
34. Notice is hereby given that at its meeting to be held on Monday, June 11, Alexandria, Louisiana, the Police Jury of the Parish of Rapides, State of Louisiana, acting as the governing authority of Fire Protection Sales Tax District No. 18 of the Parish of Rapides, State of Louisiana, plans to consider adopting an ordinance providing for the levy of the one-half of one percent (1/2%) sales and use tax, approved at the April 28, 2018 election held in the District.
