ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR

MEETING HELD ON JUNE 2, 2026. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, June 2, 2026, at 5:00 P.M. Those present were the Honorable Cynthia Perry, Gary Johnson, Lizzie Felter, Jules Green, Chuck Fowler, Jim Villard and Malcolm Larvadain. Also present were Mayor Roy, City Attorney Jonathan Goins, Michael Caffery and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Cynthia Perry, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Fowler, and the Pledge of Allegiance was led by Mr. Green. On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on May 19, 2026, were unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Johnson seconded the motion. It was unanimously carried by the Council. Bids were received for fire hydrants and related accessories. Name of Bidders Coburn’s Supply Company Core and Main Coburn’s Supply Company Lafayette Winwater Works Ferguson Enterprises The above bid was referred to the mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR FIRE HYDRANTS AND RELATED ACCESSORIES AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for clamps and couplings. Name of Bidders Core and Main Central Pipe Supply Company Coburn’s Supply Company Lafayette Winwater Works Ferguson Enterprises

The above bid was referred to the mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CLAMPS AND COUPLINGS AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for sulfur dioxide, technical grade, liquid type one (1) ton cylinders for the Wastewater Department. Name of Bidders DVSDX, Inc.

The above bid was referred to the mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SULFUR DIOXIDE, TECHNICAL GRADE, LIQUID TYPE, ONE (1) TON CYLINDERS FOR THE WASTEWATER DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for natural gas welding services for the Gas Department. Name of Bidders No bids received.

Since no bids were received and upon request from the Administration, readvertisement was requested on the following: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR NATURAL GAS WELDING SERVICES FOR THE GAS DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Johnson.

RESOLUTION NO. 0070-2026

RESOLUTION AUTHORIZING THE READVERTISEMENT FOR BIDS FOR NATURAL GAS WELDING SERVICES FOR THE GAS DEPARTMENT.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 2nd day of June 2026.

On a motion of Mr. Fowler and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MINIMUM OF ONE 30 PASSENGER TROLLEY AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH BALLARD-CLC, INC. FOR DOWNTOWN SIDEWALK IMPROVEMENTS, PHASE I AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH TERRACON CONSULTANTS FOR ENVIRONMENTAL ENGINEERING AND CONSULTING SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH CONTROL DEVICES, INC. FOR TESTING, CALIBRATION AND MAINTENANCE OF SUBSTATIONS AND THE D. G. HUNTER GENERATING STATION RELAYS, METERS AND RELATED EQUIPMENT AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTIONS

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0071-2026

RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE KISATCHIE 24” BYPASS PHASE 1 PROJECT.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green, Fowler.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 2nd day of June 2026.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0072-2026

RESOLUTION AUTHORIZING THE MAYOR TO SUBMIT THE 2025/2026 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER) TO HUD. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Larvadain, Perry, Johnson, Green.

NAYS: None.

ABSENT: Felter.

This resolution was thereupon declared adopted on this the 2nd day of June 2026.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0073-2026

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR

ANNUAL VEHICLE BID CURRENT MODEL YEAR OR NEWER.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: None

This resolution was thereupon declared adopted on this the 2nd day of June 2026.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0074-2026

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR

JACKSON STREET GAS MAIN REPLACEMENT.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: None

This resolution was thereupon declared adopted on this the 2nd day of June 2026.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Ms. Felter.

RESOLUTION NO. 0075-2026

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR LIQUID CHLORINE ONE (1) TON CYLINDERS FOR THE WATER AND WASTEWATER DEPARTMENTS.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green, Fowler.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 2nd day of June 2026.

President Perry acknowledged the presence of the members of Delta Sigma Theta Sorority Alumni Chapter and gave the Sorority President, Ms. Connie Baker a few minutes to speak.

ORDINANCES FOR FINAL ADOPTION

SUBJECT TO A PUBLIC HEARING

Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Johnson, the following item was delayed for two weeks:

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR GAS METERS AND ITRON ERTS AND OTHER MATTERS WITH RESPECT THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Johnson.

ORDINANCE NO. 49-2026

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR JANITORIAL SUPPLIES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green, Fowler.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 2nd day of June 2026.

Upon request from the Administration and a motion of Mr. Villard and seconded by Mr. Fowler, the following item was delayed:

CONTRACT WITH FLOCK TO PROVIDE INVESTIGATIVE SUPPORT FOR THE ALEXANDRIA POLICE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Fowler.

ORDINANCE NO. 50-2026

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE

EXISTING CONTRACT WITH TAYLORSCAPES FOR LANDSCAPE

MAINTENANCE SERVICES AT ALEXANDRIA GATEWAYS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green, Fowler.

Mr. Larvadain moved for the adoption of the following resolution, which was seconded by Mr. Johnson.

RESOLUTION NO. 0076-2026

RESOLUTION TAKING ACTION ON THE STRUCTURE LOCATED AT 1505 2ND STREET. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Larvadain, Perry, Johnson, Felter, Green, Fowler, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 2nd day of June 2026.

On a motion of Mr. Fowler and seconded by Mr. Johnson the public hearing was closed at 5:49 p.m.

The president adjourned the meeting at 5:49 p.m.
