Minutes: Meeting of Tuesday, October 19, 2021

The monthly meeting of the Greater Alexandria Economic Development Authority’s Executive & Government Relations Committee was called to order by Commissioner Carroll at 8:02 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

There being no business to come before the Committee, the meeting was adjourned at 8:03 a.m.

Administration & Legal Committee Meeting

Minutes: Meeting of Tuesday, October 19, 2021

Present: Steven R. McGee, Chair; Zebulon Winstead; Candice Cheney

Absent: None

The monthly meeting of the Greater Alexandria Economic Development Authority’s Administration & Legal Committee was called to order by Commissioner McGee at 8:03 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

The Committee heard a report from John Theriot, of Knight Masden CPA Firm, on the September 2021 Financial Statements. A discussion was held.

It was moved by Commissioner Winstead and seconded by Commissioner Cheney to recommend approval of the September 2021 Financial Statements. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Winstead and seconded by Commissioner Cheney to recommend ratifying the payment of the September 2021 Accounting Bill. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Winstead and seconded by Commissioner Cheney to recommend ratifying the payment of the September 2021 Legal Bill. There being no public comments, motion passed by unanimous vote.

There being no further business to come before the Committee, the meeting was adjourned at 8:08 a.m.

Economic Development Committee Meeting

Minutes: Meeting of Tuesday, October 19, 2021

Present: Zebulon Winstead, Chair; Steven R. McGee; Curtis Lewis

Absent: None

The monthly meeting of the Greater Alexandria Economic Development Authority’s Economic Development Committee was called to order by Commissioner Winstead at 8:09 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

It was moved by Commissioner McGee and seconded by Commissioner Lewis to recommend approval of a Cooperative Endeavor Agreement with the Disabled American Veterans, Department of Louisiana in an amount not to exceed Six Thousand Dollars ($6,000) for the 2021 Mid-Winter Conference. There being no public comments, motion passed by unanimous vote.

There being no further business to come before the Committee, the meeting was adjourned at 8:10 a.m.

Capital Projects Committee Meeting

The monthly meeting of the Greater Alexandria Economic Development Authority’s Capital Projects Committee was called to order by Commissioner Winstead at 8:11 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

The Committee heard remarks from Legal Counsel regarding a proposal on whether GAEDA is legally able to address the concerns outlined in the city’s proposal to address demolition of commercial buildings. A discussion was held. The Committee determined that no further action was required on the proposal.

It was moved by Commissioner Cheney and seconded by Commissioner Winstead to recommend approval of a Cooperative Endeavor with the Greater Alexandria Economic Development Revitalization Corporation in the amount of Fifty Thousand Dollars ($50,000) for costs to assist with the implementation of the Federal Home Loan Bank Grant for Senior Homeowners. A discussion was held. There being no public comments, motion passed by unanimous vote.

The Committee heard a status report from Keith Hillman of Meyer, Meyer, LaCroix & Hixson. Mr. Hillman reported that the city received notice from LaDOTD regarding funding for the Masonic Drive Phase 2 project. A discussion was held.

There being no further business to come before the Committee, the meeting was adjourned at 8:38 a.m.

Operations Committee Meeting

The monthly meeting of the Greater Alexandria Economic Development Authority’s Operation’s Committee was called to order by Commissioner Smith at 8:40 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was not present.

There being no business to come before the Committee, the meeting was adjourned at 8:40 a.m.

Human Resources Committee Meeting

The monthly meeting of the Greater Alexandria Economic Development Authority’s Human Resources Committee was called to order by Commissioner Cheney at 8:40 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

Commissioner Cheney thanked Legal Counsel for the clarification of several agenda items. Ms. Cheney said that it allows for the commissioners to make informed decisions of proposals. A discussion was held.

There being no business to come before the Committee, the meeting was adjourned at 8:42 a.m.

The monthly regular meeting of the Greater Alexandria Economic Development Authority was called to order by Commissioner Carroll at 8:45 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

It was moved by Commissioner Winstead and seconded by Commissioner McGee to approve the October 2021 Consent Agenda. A roll call vote was as follows: John Carroll, Chair-Yes Steven R. McGee, Vice-Chair-Yes Candice Cheney, Secretary. Treasurer-Yes Zebulon Winstead-Yes Charles Frederick Smith-Absent Curtis Lewis-Yes Renee White-Goolsby-Absent There being no public comments, motion passed by unanimous vote.

The Executive Director introduced Heather Urena from the Kisatchie-Delta Regional Planning & Development District to discuss the possibility of a collaboration with GAEDA in initiative named Project Delta DOGMA [Digital Opportunity Growing Medical Advancement] and its Coalition application. Mrs. Urena commented that she needs a letter of Support from the Board. A discussion was held. The Board agreed that no vote was need and that the Chair would sign a letter as soon as possible.

Mr. David Lewis from the Lake Amphibian Club thanked the board for its support of Lakefest 2021 and invited everyone to come out to visit with them on October 29- November 1, 2021.
