THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT February 18, 2026

The regular meeting of the Executive Committee of the England Economic and Industrial Development District was held on Wednesday, February 18, 2026, in the England Authority Board Room, 1611 Arnold Drive, Alexandria, Louisiana.

The Chair, Mr. Oday Lavergne, called the meeting to order at 11:37 a.m.

The following were present: Mr. Oday Lavergne, Mr. Jamar Gailes, Mr. Steve Mansour, and Mr. Zeb Winstead.

Also present: Mr. Joe McPherson, Mr. Scott Sutterfield (LaSalle Corrections), and, with Compass Connections and Compass United: Ms. Sonya Thompson (President), Mr. Drew Carter (Executive Director), Mr. Mike Kirk (Chief of Staff),

Presentation and discussion regarding proposed lease with LaSalle Corrections, including information on Compass Connections and Compass United.

Update on Project Pixel / Lightning from Executive Director.

Discussion of the proposed February 26, 2026 Board Meeting Agenda.

Discussion of Committee Meeting Agenda format for future meetings.
