Consent Calendar Chairman Barron asked for a motion to approve consent calendar for items #4, #6, #7 and #8. Motion by Mr. Gaines, second by Mr. Waites to approve consent agenda items #4, #6, #7 and #8. On vote, motion carried. MOTION TO APPROVE MINUTES FROM THE NOVEMBER 15, 2007 REGULAR BOARD MEETING. Motion by Mr. Gaines, second by Mr. Waites, to approve Minutes from the November 15, 2007, regular Board Meeting. On vote, motion carried. 125-2007 MOTION TO APPROVE PAYMENT OF PROVOSTY BILL FOR THE MONTH OF NOVEMBER, 2007. Motion by Mr. Gaines, second by Mr. Waites, to approve payment of Provosty bill for the month of November, 2007. On vote, motion carried. 126-2007 MOTION TO AUTHORIZE ATTENDANCE OF WASHINGTON MARDI GRAS CONFERENCE IN JANUARY 2008, SPECIFICALLY THE CHAIRMAN OF ECONOMIC DEVELOPMENT COMMITTEE, ANY OTHER COMMISSIONERS, A MEMBER OF STAFF, AND THAT THE ENGLAND AUTHORITY COVER COST OF TRAVEL AND EXPENSES OF THOSE ATTENDING. Motion by Mr. Gaines, second by Mr. Waites, to authorize attendance of Washington Mardi Gras Conference in January 2008, specifically the Chairman of Economic Development Committee, any other Commissioners, a member of staff, and that the England Authority cover cost of travel and expenses of those attending. On vote, motion carried. 127-2007 MOTION TO CHANGE JANUARY 2008 COMMITTEE AND BOARD MEETINGS FROM JANUARY 24, 2008 TO JANUARY 17, 2008. Motion by Mr. Gaines, second by Mr. Waites, to change January 2008 Committee and Board Meetings from January 24, 2008 to January 17, 2008. On vote, motion carried. 128-2007 The Chairman next called on Mr. James Ballard of Payne, Moore & Herrington to present the annual independent audit report on Fiscal Year 2006/2007. Comments by Legal Counsel – Mr. Provosty and Mr. Doggett, on behalf of the Provosty Law Firm, thanked the England Authority Board and staff for allowing them to represent and serve as legal counsel. Comments or Questions by Commissioners – Mr. Barron personally thanked the board and staff for serving as Chairman for the 2007 year. Fellow Commissioners and Executive Director, Jon Grafton, stated that they appreciated Mr. Barron’s work as Chairman for 2007. Staff Report – a. Economic Development - None b. Executive Director – Mr. Grafton briefed the board regarding the Planning Retreat in Natchitoches on March 7th and 8th, of 2008.
