Motion to authorize the Parish President to submit a Coronavirus Response and Relief Supplemental Appropriation Act 2021 (CRRSA) application to the Federal Aviation Administration (FAA) in the amount of $13,000 for Esler Regional Airport, as recommended by Pan American Engineers, LLC. (All cost covered by FAA, no out of pocket cost to Rapides Parish Police Jury). (Finance 6/7)
  5. Motion to authorize the Parish President to submit an Airport Improvement Plan (AIP) funding application to the Federal Aviation Administration (FAA) for a Drainage Study and Report at Esler Regional Airport in the amount of $251,700, as recommended by Pan American Engineers, LLC (All cost covered by FAA and LDOTD, no out of pocket cost to Rapides Parish Police Jury)(This project is included in the current 2021 Capital Improvement Program approved by FAA and LDOTD). Motion to authorize the Parish President to execute Task Order A-3-2021 – Police Jury District A – Districtwide Asphalt Roadway Improvements under the Contract “A” Asphaltic Concrete Reconstruction and Overlay Improvements 2021/2022 (Indefinite Delivery/Indefinite Quantity Contract) between the Rapides Parish Police Jury and Gilchrist Construction Company, LLC with an estimated cost of $1,400,000 as recommended by Parish Engineer, Pan American Engineers, LLC. (Public Works 6/7)
  3. Motion for Rapides Parish Police Jury to accept the ded ication of improvements for roadway and drainage within the right of way of Walden Point Phase 3; with the understanding that the developer will provide a warranty on installation and material for a period of two years and that developer will rectify/compl ete all noted deficiencies as listed on Parish Engineer, Pan American Engineers, LLC, report dated June 2, 2021.   1. Motion to adopt an ordinance to amend and reenact Section 18-4.2(g) to establish a 25 mph speed limit on Richland Road, Ward 2, District F and authorize the Parish Highway Department to erect speed limit signs. (Public Works 6/7)
  2. Motion to amend a certain motion of August 10, 2020, to the contract with the Louisiana Department of Health, Central Louisiana Human Services District (CLHSD), for the Ninth Judicial District Court to provide (Patricia Koch) Behavioral Health Court services, to increase the amount from $298,350 to $378,000.00, for the year 2021, at no cost to the Jury and ratify authorization for the President to sign. (Workforce 6/7)
  3. Motion to approve Amendment 2 of the PY20/FY21 WIOA budget to transfer $71,000.00 from FY21 Dislocated Worker Program Funds to FY21 Adult Program Funds and to authorize the President to sign the amendment and the Treasurer to amend the budget. The Workforce Development Board approved the transfer of $71,000.00 at the meeting held on Thursday, May 20, 2021, contingent upon approval by Louisiana Workforce Commission (LWC). LWC approved the transfer on May 27, 2021. This transfer is to meet the workforce needs by expanding participation in scholarship training, for adults, in various in-demand occupations.   4. Motion to approve Amendment 1 of the PY20/FY21 WIOA budget, that increases the contract amount by $2,368 for the Workforce Innovation and Opportunity Act (WIOA) Title I Dislocated Worker (DW) funds, and to authorize the President to sign the amendments and the Treasurer to amend the budget. LWC issued Amendment 1 to the PY20/FY21 Contract No. 2000508594 to provide adjusted funding levels for PY20/FY allotments for the DW program under WIOA Title I Section 132(c). (Workforce 6/7)
  5. Motion to authorize the purchase of 800 chairs for the Rapides Parish Coliseum off State Contract No. 4400010267, as requested by Rick Reno, ASM Global, not to exceed $75,000.00. (Courthouse 6/7)

Motion to exercise the option to renew for a like term of one (1) year at the same rental rate for Voting Precinct C23, located at River of Life Church, 7001 Masonic Drive, Alexandria, LA 71301, copy of this resolution to be sent to the Louisiana Department of Elections and Registrar of Voters. Motion to extend for an additional six-month period, on the moratorium granted on December 7, 2020, on the prohibition of December 19, 2005 motion, to allow the Permits that were issued for the placement of FEMA Manufactured Homes and Travel Trailers for temporary occupancy for residents displaced by Hurricane Laura or Hurricane Delta, subject to all Louisiana Department of Health & Hospital rules, regulations, and Building Code inspections. Any further extension of time must be approved by the (First extension has expirations beginning in July) (Mr. Smith)
  2. Motion to authorize a drawdown on Kincaid Lake starting July 5, 2021, drop the lake two (2) feet, hold to two (2) feet till day after Labor Day, (September 7, 2021) and then drop another six (6) feet and to end drawdown by mid-December. (Mr. Wilder)
  3. Motion for Rapides Parish Police Jury to authorize TFR Enterprises, Inc. to dispose of reduced vegetative debris at Schamerhorn C&D Landfill at a cost of $5.00/CY with an estimated total cost of $375,000 as it relates to Hurricane Laura (DR-4559); which cost will be borne by the Rapides Parish Police Jury and authorize Parish President to sign the necessary documents. (It is assumed that FEMA will reimburse Rapides Parish Police Jury for 90% of these costs). (Mr. Smith)
  4. Motion to amend contract time for Debris Removal Parish-wide contracts with TFR and Tetra-tech for FEMA DR-4559 Hurricane Laura, to extend contract term through July 31, 2021 and authorize Parish President to sign the necessary documents. (Mr. Smith)
