NOTICE OF SPECIAL POLICE JURY MEETING
- Public Hearing for Rapides Parish Police Jury, sitting as the Board of Review, to receive any protests under a Request for Review of property tax assessments timely filed.
- Any other business that may properly come before the Police Jury.
BY ORDER OF THE PRESIDENT

There were present: Craig Smith, President; Scott Perry, Jr., Vice President and Police Jurors; Davron “Bubba” Moreau, Joe Bishop, Theodore Fountaine, Jr., Richard Vanderlick, Oliver “Ollie” Overton, Jr., Sean McGlothlin and Richard Billings.
Also present were Mr. Bruce Kelly, Treasurer; Mr. Dennis Woodward, Public Works Director; Mr. Shane Trapp, Courthouse Building Superintendent; Ms. Donna Andries, Sales & Use Tax Administrator; Mr. Thomas O. Wells, Legal Counsel; Mr. Phillip Terrell, District Attorney and Ms. Laurel Smith, Secretary.
The invocation was given by Mr. Dennis Woodward.
The Pledge of Allegiance was led by Mr. Bruce Kelly.
The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.
SPECIAL SESSION
SEPTEMBER 18, 2017
The President asked if there was any public comment on any agenda item, to which there was no response.
On motion by Mr. Richard Billings, seconded by Mr. Richard Vanderlick, to sit as a Board of Review for hearing complaints on property assessments, as advertised. On vote the motion carried.
Mr. Rick Ducote, Rapides Parish Tax Assessor, presented the 2017 Assessments for Rapides Parish as certified to the Police Jury on September 8, 2017
Total Assessed value of all real and personal property $835,597,796 Assessed value of all homestead exempt property $183,778,755 Assessed value of all taxable real and personal property $651,819,041 Public Service assessed value $161,278,090 Total assessed value, including homestead exemption $996,875,886 Total Taxpayer assessed value $813,097,131
Mr. Rick Ducote questioned if anyone in the audience was here to be heard on a protest, to which there was no reply. Mr. Ducote asked the Jury to uphold his assessments as presented.
The President then opened to receive the protests for those requests received and timely filed:

(Note: A protest was received from Sola Energy Resources, which was not filed in a timely manner. Received September 14, 2017 and deadline was September 11, 2017) On motion by Mr. Richard Billings, seconded by Mr. Joe Bishop, there being no property tax assessment protests to be considered, the hearing was declared closed at 11:47 p.m. On vote the motion carried.
On motion by Mr. Richard Vanderlick, seconded by Mr. Scott Perry, there being no further business, the meeting was adjourned. On vote the motion carried.
The President called the meeting back to order.
On motion by Mr. Scott Perry, seconded by Mr. Theodore Fountaine, to uphold the assessment by the Rapides Parish Tax Assessor on the following properties and they be referred to the Louisiana Tax Commission: Alexandria Power Center, 320 Somerulos Street, Baton Rouge, represented by Amanda Moore, Paradigm Tax Group, Assessment No. 1010018300. Enerfin Field Services, LLC, 2500 City West Blvd., Ste. 400, Houston, TX, represented by Jeff Taylor, Merit Advisors, Assessment No. 2100005400 and Assessment No. 2120000900. On vote the motion carried.
On motion by Mr. Richard Vanderlick, seconded by Mr. Joe Bishop, there being no further business, the meeting was adjourned at 12:03 p.m. On vote the motion carried.
