Executive & Government Relations Committee Meeting

Minutes: Meeting of Tuesday, September 15, 2020

Present: Tamara Battles, Chair; Michael Caffery, Vice-Chair

Absent: Paula Nelson, Secretary/Treasurer

The monthly meeting of the Greater Alexandria Economic Development Authority’s Executive & Government Relations Committee was called to order by Commissioner Battles 8:11 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

It was moved by Commissioner Caffery and seconded by Commissioner Battles to recommend suspending the 1st Funding Cycle Granting Applications occurring on or between January 1st through June 30th of 2021; with applications submitted on or between October 15th through December 1st of 2020. A discussion was held. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Caffery and seconded by Commissioner Battles to recommend approval of a Professional Services Agreement with Certified Realty Valuations, LLC to perform commercial real estate appraisal services. A discussion was held. There being no public comments, motion passed by unanimous vote.

There being no further business to come before the Committee, the meeting was adjourned at 8:22 a.m.

Human Resources Committee Meeting

The monthly meeting of the Greater Alexandria Economic Development Authority’s Human Resource Committee was called to order by Commissioner Winstead at 8:22 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

There being no business to come before the Committee, the meeting was adjourned at 8:23 a.m.

Administration & Legal Committee Meeting

The monthly meeting of the Greater Alexandria Economic Development Authority’s Administration & Legal Committee was called to order by Commissioner Carroll at 8:24 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was not present.

The Committee heard a report from Knight Masden CPA, regarding the August 2020 financial statements. A discussion was held.

There being no further business to come before the Committee, the meeting was adjourned at 8:28 a.m.

Economic Development Committee Meeting

Capital Projects Committee Meeting

Operations Committee Meeting

The monthly meeting of the Greater Alexandria Economic Development Authority’s Operation’s Committee was called to order by Commissioner Caffery at 8:33 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

There being no business to come before the Operations Committee, the meeting was adjourned at 8:33 a.m.

Regular Meeting Agenda

The monthly regular meeting of the Greater Alexandria Economic Development Authority was called to order by Commissioner Battles at 8:35 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

It was moved by Commissioner Winstead and seconded by Commissioner Carroll to approve the September 2020 Consent Agenda. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Caffery and seconded by Commissioner Carroll to suspend the 1st Funding Cycle granting applications occurring on or between January 1st through June 30th of 2021; with applications submitted on or between October 15th through December 1st of 2020. There being no public comments, motion passed by 3 votes. Commissioner Winstead opposed.

It was moved by Commissioner Carroll and seconded by Commissioner Winstead to approve a Memorandum of Understanding with Kisatchie-Delta Regional Planning & Development District. A discussion was held. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Caffery and seconded by Commissioner Battles to delay approval of a resolution to authorize the Executive Director to coapply for an Economic Development Agency (EDA) grant with Kisatchie Delta. A discussion was held. There being no further public comments, motion passed by 3 votes. Commissioner Winstead recused.

It was moved by Commissioner Caffery and seconded by Commissioner Carroll to approve a Professional Services Agreement with Certified Realty Valuations, LLC to perform commercial real estate appraisal services. There being no public comments, motion passed by unanimous vote.

Mrs. Heather Urena, Executive Director of Kisatchie-Delta Regional Planning & Development District, commented that she appreciated the Boards questions and looks forward to the collaboration with GAEDA.

There being no further business to come before the Board, the meeting was adjourned at 9:22 a.m.
