ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR

MEETING HELD ON JUNE 16, 2026. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, June 16, 2026, at 5:00 P.M. Those present were the Honorable Cynthia Perry, Gary Johnson, Lizzie Felter, Jules Green, Jim Villard and Malcolm Larvadain. Chuck Fowler was absent. Also present were City Attorney Jonathan Goins, Michael Caffery and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Cynthia Perry, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Villard, and the Pledge of Allegiance was led by Mr. Johnson. On a motion of Mr. Villard and seconded by Mr. Johnson the minutes taken from a regular Council Meeting held on June 2, 2026, were unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Villard moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Johnson seconded the motion. It was unanimously carried by the Council. Bids were received for City Hall handicap ramp structural renovations. Name of Bidders Southern Craftsman Construction, LLC James A Decker Builders, LLC HMSE, LLC

The above bid was referred to the mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CITY HALL HANDICAP RAMP STRUCTURAL RENOVATIONS AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FROM URBAN DESIGN VENTURES, LLC FOR HUD CONSULTING SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTIONS

Mr. Villard moved for the adoption of the following resolution, which was seconded by Ms. Felter. RESOLUTION NO. 0077-2026

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR AN INSULATED ARTICULATING TELESCOPIC BOOM AND MATERIAL HANDLER. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This resolution was thereupon declared adopted on this the 16th day of June 2026.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Ms. Felter. RESOLUTION NO. 0078-2026

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR FULL SPECTRUM IMAGING SYSTEM (FSIS) II COLOR LAB SYSTEM, AND FULL SPECTRUM IMAGING SYSTEM (FSIS-CSE) II. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This resolution was thereupon declared adopted on this the 16th day of June 2026.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Johnson. RESOLUTION NO. 0079-2026

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR A CHLORINE HANDLER TRUCK WITH KNUCKLE BOOM CRANE. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This resolution was thereupon declared adopted on this the 16th day of June 2026.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Ms. Felter. RESOLUTION NO. 0080-2026

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR A 47 FOOT SHEAVE HEIGHT, HYDRAULIC DIGGER DERRICK TRUCK. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This resolution was thereupon declared adopted on this the 16th day of June 2026.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Ms. Felter. RESOLUTION NO. 0081-2026

RESOLUTION TO CO-SPONSOR THE FRIENDS OF THE ALEXANDRIA ZOO SAFARI PICKLEBALL TOURNAMENT IN SEPTEMBER, 2026 AT RECREATION FACILITIES. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This resolution was thereupon declared adopted on this the 16th day of June 2026.

ORDINANCES FOR FINAL ADOPTION

SUBJECT TO A PUBLIC HEARING

Upon request from the Administration and a motion of Mr. Villard and seconded by Mr. Johnson, the following item was delayed for two weeks:

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR GAS METERS AND ITRON ERTS AND OTHER MATTERS WITH RESPECT THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Ms. Felter. ORDINANCE NO. 62-2026

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR FIRE HYDRANTS AND RELATED ACCESSORIES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 16th day of June 2026.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Johnson. ORDINANCE NO. 63-2026

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CLAMPS AND COUPLINGS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 16th day of June 2026.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Ms. Felter. ORDINANCE NO. 64-2026

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SULFUR DIOXIDE, TECHNICAL GRADE, LIQUID TYPE, ONE (1) TON CYLINDERS FOR THE WASTEWATER DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 16th day of June 2026.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Ms. Felter. ORDINANCE NO. 65-2026

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MINIMUM OF ONE 30 PASSENGER TROLLEY AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 16th day of June 2026.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Ms. Felter. ORDINANCE NO. 66-2026

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A

PROFESSIONAL SERVICES AGREEMENT WITH BALLARD-CLC, INC. FOR DOWNTOWN SIDEWALK IMPROVEMENTS, PHASE I AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 16th day of June 2026.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Ms. Felter. ORDINANCE NO. 67-2026

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE

EXISTING CONTRACT WITH TERRACON CONSULTANTS FOR

ENVIRONMENTAL ENGINEERING AND CONSULTING SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 16th day of June 2026.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Ms. Felter. ORDINANCE NO. 68-2026

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE

EXISTING CONTRACT WITH CONTROL DEVICES, INC. FOR TESTING, CALIBRATION AND MAINTENANCE OF SUBSTATIONS AND THE D. G. HUNTER GENERATING STATION RELAYS, METERS AND RELATED EQUIPMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Larvadain, Perry, Johnson, Felter, Green. NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 16th day of June 2026.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Johnson and seconded by Ms. Felter. ORDINANCE NO. 69-2026

AN ORDINANCE REZONING PROPERTY LOCATED AT 202 NORTH 14TH STREET FROM A SF-2/MHO (SINGLE FAMILY/MOBILE HOME OVERLAY) TO A MF-2 (MULTI-FAMILY DISTRICT) TO ALLOW FOR THE CONSTRUCTION OF (4) FOUR FAMILY HOUSING UNITS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Johnson, Felter, Green, Villard, Larvadain, Perry.

NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 16th day of June 2026.

RESOLUTION – PUBLIC HEARING – COMMUNITY DEVELOPMENT On a motion of Mr. Larvadain and seconded by Ms. Felter the public hearing was opened at 5:12 p.m.

Mr. Larvadain moved for the adoption of the following resolution, which was seconded by Mr. Johnson. RESOLUTION NO. 0082-2026

RESOLUTION TAKING ACTION OF THE CONDEMNATION OF TWENTY-FIVE

  • (25) STRUCTURES.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Larvadain, Perry, Johnson, Felter, Green, Villard.

NAYS: None.

ABSENT: Fowler.

This resolution was thereupon declared adopted on this the 16th day of June 2026.

On a motion of Mr. Green and seconded by Ms. Felter the public hearing was closed at 6:05 p.m.

ORDINANCE FOR INTRODUCTION

On a motion of Mr. Villard and seconded by Mr. Larvadain the following ordinance was introduced to wit: AN ORDINANCE REZONING PROPERTY LOCATED AT 6587 HIGHWAY 1 NORTH BOLTON, BOYCE, LOUISIANA FROM A SF-2 (SINGLE FAMILY DISTRICT) TO A SF-2/MHO (SINGLE FAMILY ZONE/MOBILE HOME OVERLAY DISTRICT) TO ALLOW FOR THE PLACEMENT OF A MANUFACTURED HOME AND OTHER MATTERS WITH RESPECT THERETO.

The president adjourned the meeting at 6:09 p.m.
