RAPIDES PARISH POLICE JURY MEETING
OF JULY 13, 2020 AT 3:00 p.m. PUBLIC NOTICE
PUBLIC GATHERINGS LIMITED
The Governor’s Proclamation of June 25, 2020 restricts public gatherings to 50% of the total occupancy of the State Fire Marshal, and requires a six (6) foot minimum of social distancing, limiting the public seating area for the Rapides Parish Police Jury meeting to 28 members of the public, on a first come basis through July 24, 2020.
WRITTEN CERTIFICATION
The Rapides Parish Police Jury consists of 9 elected Jurors, and essential staff for Police Jury meetings. The Police Jury would be unable to operate and hold its public meeting due to quorum requirements unless said Police Jury meeting is conducted pursuant to the authorization provided by the Governor’s Proclamation of June 25, 2020, which specifically provides that a political subdivision SHALL provide for the attendance at essential governmental meetings via teleconference or video conference. Therefore, the Rapides Parish Police Jurors and essential staff shall be allowed to participate in this meeting via teleconference or video conference.
PUBLIC OBSERVATION AND COMMENTS
In accordance with Proclamation of the Governor, the public and the media shall be allowed to observe this Police Jury meeting via Facebook live. At 3:00 p.m. to watch the Police Jury Meeting live.

- Motion to transfer to the Rapides Parish Highway Department Asset No. 8799 (Metal Building in Garage) from the Rapides Parish Courthouse, as this building will no longer be needed, as new parking equipment is being installed. (Mr. Perry)
- Motion to transfer to the Rapides Parish Highway Department, Asset No. 12207 (2013 Ford Van) from the Rapides Parish Courthouse, as this van was donated to transport inmates for Courthouse Janitorial Services and is no longer necessary for the Courthouse to use. (Mr. Perry)
- Motion to delete from the CDR Grant Asset/Inventory Program the following equipment, as it is no longer suitable for public use: Asset Number Description Disposal 9714 Video Unit Scrap – to be auctioned 9715 Router Scrap – to be auctioned 9716 Router Scrap – to be auctioned (Mr. Fountaine)

- Motion to ratify the purchase of a 2000 Spartan Engine for Rapides Parish Fire District No. 5, from Youngsville Volunteer Fire Department, for the amount of $40,000.00, to be paid from Fire District No. 5 funds, as approved by the Oak Hill Volunteer Board of Directors and Chief. (Mr. Johnson)

- Motion to authorize Rapides Parish Fire District No. 7 to purchase Two (2) Acres of land, adjacent to the Training Yard, 1217 Palmer Chapel Road, for $16,000.00, as recommended by the Ruby-Kolin Board of Directors and Chief and authorize the President to sign all necessary documents. (Mr. Smith)
- Motion to authorize advertising for bids for the FY 2019 LCDBG Palmer Chapel Road project, subject to authorization to advertise from the Office of Community Development. (Mr. Smith)
- Motion to grant the 2% annual longevity pay increase mandated by the State for eligible Rapides Parish Fire Protection District No. 4 employees, effective August 2, 2020, as recommended by the Holiday Village Volunteer Fire Department Board of Directors, to be paid out of Fire Protection District No. 4 Funds. (Mr. Bishop)
- Motion to grant the 2% annual longevity pay increase mandated by the State for eligible Rapides Parish Fire Protection District No. 3 employees, effective August 2, 2020, as recommended by the Fire Chief David Corley, to be paid out of Fire Protection District No. 3 Funds. (Mr. Moreau)
- Motion to grant a 2% pay increase to all full-time Rapides Parish Fire Protection District No. 3 employees, in addition to any mandated raises, effective August 2, 2020, as recommended by the Alpine Volunteer Fire Department Board of Directors, to be paid out of Fire Protection District No. 3 Funds. - Motion to purchase three (3) commercial lawn mowers off State Contract for District 3A funds, as requested by the Town in their Regular Meeting held on February 13, 2020. (Mr. Johnson)

- Motion to increase the starting pay rate of Rapides Parish Fire District No. 3 part-time employees, from $11.00 per hour to $12.00 per hour, effective August 2, 2020, as requested by the Alpine Volunteer Fire Department Board of Directors, to be paid out of Fire Protection District No. 3 Funds. - Motion to increase all current Rapides Parish Fire District No. 3 part-time employees, a $1.00 per hour raise, effective August 2, 2020, as requested by the Alpine Volunteer Fire Department Board of Directors, to be paid out of Fire Protection District No. 3 Funds. (Mr. Moreau)
- Motion to amend the Certification Incentive Plans for Rapides Parish Fire District No. 3, full-time and part-time employees, to include the Apparatus Driver Operator-Mobile Water Supply and Incident Safety Officer, as requested by the Alpine Volunteer Fire Department Board of Directors, to be paid out of Fire Protection District No. 3 Funds. - Motion to enter into an agreement with RPSO for a Deputy to oversee the Inmate Labor Crew for Area 2 (Wards 9, 10 & 11); salary & fringe to be reimbursed by Rapides Parish Police Jury, Highway Department. (Mr. Bishop)
- Motion to approve the hiring of five (5) support staff to coordinate and administer the COVID-19 Dislocated Worker Grant (DWG), once received. These support staff would be hired on a temporary basis, paid fully through the COVID-19 Dislocated Worker Grant funding and would last until the DWG funding has expired. This grant does not allow for fringe benefits for the temporary employees.
The purpose of the COVID-19 Dislocated Worker Grant (DWG), which is a discretionary grant, under Section 170 of WIOA, DWGs provide resources to states to respond to disaster related unemployment crisis. The Louisiana Workforce Commission (LWC) has responded to the DWG application and is reaching out to the local service delivery areas (SDA 61) to identify needs and participate in the overall grant application and workforce recovery efforts. (Mr. Overton)
- Motion to approve the purchase of the following described property being purchased through the Hazard Mitigation Grant Program (HMGP), Christopher Shane Soileau and Stacy Ann Caley Vorderkunz Soileau for a sales price of $151,000.00 per appraisal and authorize the President to sign the Cash Sale and related documents. The property owners are voluntarily participating in the grant program and have agreed to pay the required 25% cost match associated with the project.
