PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON SEPTEMBER 8, 2026. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, September 8, 2026, at 5: 00 P. M. Those present were the Honorable Cynthia Perry, Gary Johnson, Lizzie Felter, Jules Green, Chuck Fowler, Jim Villard and Malcolm Larvadain. Also present were Jonathon Goins, City Attorney, Michael Caffery, Mayoral Assistant and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Cynthia Perry, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Ms. Felter, and the Pledge of Allegiance was led by Mr. Johnson. On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on August 25, 2026, were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. However, as a leader, my job is to make sure we handle the taxpayers' money responsibly. Before the City commits tens of millions of dollars to this project, the City Council and the public deserve clear answers about what this investment will cost, what financial return it will bring, and how we plan to pay for it over time. To ensure we make an informed decision, I respectfully ask the City administration to hire an independent financial expert— one with no personal or financial stake in building or managing these projects— to perform a full cost-benefit analysis. At a minimum, this study should explain:

7. Long-Term Maintenance: How much it will cost to operate and maintain the new facilities each year— like Bringhurst Park, Masonic Court Sports, and the Office of the City Council• P. O. 8. Worst- Case Scenario: An honest look at what happens to our return on investment if local population and job trends do not grow as projected.
9. Other City Needs: How spending this money impacts our ability to fix higherpriority basics— like streets, drainage, water, sewer, and public safety— in neighborhoods across the city.
10. Job Growth Claims: The exact formula and sources used to predict new jobs and economic growth, verified by an independent third party. I know the City previously ordered a market study for the corridor. That study looked at consumer demand and retail gaps to see what kinds of businesses might succeed there. While helpful, it did not tell us whether the City' s treasury will actually recover the money it spends. A proper cost-benefit analysis is required to answer that question. I ask that this financial study be completed and shared with the City Council before any money is spent, before any loans are approved, or before any contracts are signed— and no later than thirty ( 30) days from the date of this letter. If any financial studies or loan capacity documents have already been prepared, please share: those records and their supporting work papers with the Council right away. I am asking these questions to fulfill my responsibility to the voters of District One, not to oppose progress.
